Technical Summary

   This document updates both the specification of the ipn URI scheme
   previously defined in RFC 7116 and the rules for encoding of these
   URIs when used as an Endpoint Identifier (EID) in Bundle Protocol
   Version 7 (BPv7) as defined in RFC 9171.  These updates update and
   clarify the structure and behavior of the ipn URI scheme, define
   encodings of ipn scheme URIs, and establish the registries necessary
   to manage this scheme.

Working Group Summary

   To quote the Shepherd's write-up: "[d]iscussion of some detailed
   points of the specification was spirited but agreement was reached."

Document Quality

   No known implementations, per the write-up, but some work underway
   during IETF LC revealed the need for some important clarification
   text during IETF LC; this has been incorporated.

   The Document Shepherd for this document is Scott Burleigh. The
   Responsible Area Director is Erik Kline.

IANA Note

   Section 9 details requests to IANA for the creation of two new
   registries, and the renaming of an existing registry.
