Don't bundle tests in the release zip

#10170 removed the stand-alone jasmine test runner. As such, there is no longer a way to run the specs from within the content bundled in the release zip.

The --release flag still allows the release output to be tested before bundling to ensure pragma statements have been properly removed.

However, output for testing is still being including in the zip file and should be removed to decrease the size of the release zip.
