Descriptions of user commands show in Cyrillic

Describe the bug
When hovering over User commands (lower left corner), many of the buttons have hints that show in Cyrillic. In the User commands section of Settings, these hints show the same. This happens regardless of the language setting.

To Reproduce
Steps to reproduce the behavior:
Hover mouse over an icon on User commands

or

Go to User commands in the settings window.

Expected behavior
Hints/tips in chosen system language.
