I would like to request for the team to spend a few minutes discussing, if it isn't time to update the throttling speeds for the mobile test on Pagespeed Insights at https://developers.google.com/speed/pagespeed/insights/ and web.dev
According to https://github.com/GoogleChrome/lighthouse/blob/master/docs/throttling.md#the-mobile-network-throttling-preset the mobile throttling is as follows:
It also refers to the usage of a Moto G4 device, which is from 2016.
I don't think many mobile phones are as slow as this, so the CPU throttling should also be updated to a more modern device.
My thoughts on this, is that there should be a plan to keep the throttling updated to an average device speed that is not older than 3 years old, and peg it to some sort of some internet speed index, for example, from ookla or perhaps, some metric from the CRuX reports if available or to be implemented.
Even countries in Africa (like Sudan) have average internet mobile speeds of 8 Mbps.
Regarding phones, even on third world countries, I guess that most people use chinese smartphones that have much better performance than the aging Moto G4.
My proposal would be to update the throttling to something like 8 Mbps and the CPU throttling should also be adjusted.
Perhaps some voting, or discussion is due.
