Suggestion: Pl3xMap Support

Describe the feature
Currently, SiegeWar has some features available that work on dynmap. Pl3xMap is a growing alternative to dynmap, and I think SiegeWar should offer the same features that it applies to dynmap, to Pl3xMap.

Dynmap-Towny features can also be at parity with Pl3xMap-Towny.

If I have time, I'll probably take on this task myself and make a PR, but idk.

Going to try and see if the EarthPol team can't try and dish this out. We really want to ditch the laggy and resource intensive dynmap.
