If the user starts tracking the timer (WEB, Desktop etc) and has not created the Plan.

In Today's plan 0 tasks
Ignored Popup 'Create Plan' [Task] Soft 'Daily Plan' popup #2680

it should display a bar Notification message over the main input card.

Text: 'Create a Daily Plan to keep track of the project progress' button 'Create Plan' and button 'X'

Button 'Create Plan'
Button 'X' should close Notification

Just an example of the Notification (content should be different)

@GedeonTS you will need to learn a bit about Plan feature, but I think that's should be not a big deal
