Remove base theme from theme generation for release process #118

The base theme contains unprocessed tokens and has a different directory structure than the generated themes. In addition, the styles from the base theme are used to generate the Smoothness theme. Therefore the base theme should be removed from the release process and not hosted on CDNs.
