Allow name= on command line when baseUrl/appDir is in effect

Right now, a modules: [] config is not set up if name= is passed on the command line but baseUrl or appDir are in play. This makes it difficult to do simple builds that copy the whole appDir or baseUrl but just want to do a one file JS optimization as part of that using just the command line.
