Are you thinking browser back/forward, or a button on the map? I'd actually rather go for the latter, since crowding browser history with different types of states seems weird.

Yes, button on the page is probably a better solution in this case.

And this should be per-motion? I don't think this is a huge investment, but having trouble seeing the usage of such a thing when multiple map motions are usually used to navigate the map - this would make much more sense if the map was moving as a result of other user input, like geocoding locations.
