Set higher z-index on Solara 'reloading' overlay and 'refresh' dialogue #183

The Solara development mode 'reloading' overlay and 'refresh the page' dialogue appear underneath ipyleaflet maps because of their z-index. Since these overlays should supercede every element it would make sense to give them a very high z-index.
