third party apps authorization error with context-aware access turned on

Hi there,
I'm a GWS admin recently set up the context aware access, access levels were set up and applied on Google Drive. When we need to authorize third party apps to access files in the apps, the authorization always fails, through my investigation, it's related to the context-aware access, because authorization works if I remove the access levels from Google Drive, it shows error again if I turn on the access levels.

I have encountered this problem on two third party apps, one is draw.io, another is the Adobe Acrobat: PDF edit, convert, sign tools. 

I'm not sure if someone else faced this issue before, I can't find any similar issue online. Hope this can be resolved, thanks!
