One way of creating a safe environment would be to allow the team to work a small portion of their time on projects of their interest. They will need to share the learnings with the broader team on a Show and Tell. In my experience in many cases people will choose to work on projects they wouldn't propose otherwise, and often they became something we end up completing and using on a daily basis afterwards.

Any software engineering endeavour, unless it is in core research, has enough precedence to it. Both, internal and external resources, are easily available for reference. In an organisation, the general tendency is of an average engineer is to look for a similar implementation and follow suit. In order to break this trend, one must always encourage team members to hunt for better ways to do a particular task and recognise and reward the effort because oftentimes it may not have the desired results. The culture to "think outside the box" can only be cultivated over a period of time with a buy in from the team members. The team ought to build a habit of challenging and questioning every single engineering decision.
