It sounds simple but it is important to take both into account whether you are programming or being creative. I went to an arts university to do a BSc in Games Development. Doing a science degree in the iteration process of artists allowed me to realise this truth early on. A good game balances both art and tech getting the best of both. A better game fundamentally links both together using tech to improve the art and the art to display the tech. An excellent example of this is Rain World with its procedural animation, complex creature movement, and compelling art style.
