There is no question that the project team should be technically competent and knowledgeable about risk management process. I would reiterate that each project phase (DBM, FEED, DE, Constrn) has its own unique set of risks and need to be handled accordingly. The team should have competency w.r.t each phase of the project so that the team can carry out risk management in a proper and effective manner.

It should also be borne in mind that mitigations identified to handle risks sometimes tend to throw a curve ball because of cost, time impacts. It is one of the key responsibilities of a PM is to have a good handle on the risks, how they can be mitigated, what impact(s) they have on the project and then to convey the complete picture to the client with an outline of action plan. Based on the PM's info, clients take stock of the situation, and make a determination about the path forward with the help of the project team.
