This is a strange scenario and it certainly makes sense to understand the reasons first. You also want to understand what kind of data this is all about and why it is transfered encrypted. If you routinely encrypt all data in transfer you probably have made sure that this solution is compatible for all relevant use cases. But I also did hear about circumstances where the availability of a data transfer was more important than the confidentiality of it. When an expired certificate can lead to a communication breakdown that threatens most critical business processes, it can make sense to have workarounds in place allowing unencrypted data transfer in exceptional situations.

There are lots of questions with this issue, and fortunately that means there are several ways this can potentially be solved. Do a risk assessment and get well defined answers to the following questions: What data is needed? Is there PII? PHI? PCI? How does the client plan to ingest the data? How is the data currently accessed? Will making changes affect other clients? Lots of important questions that will lead to a great discovery meeting. While working with the client stress that your role in Information Security is as an enabler, not a blocker. Our main role is to protect data, we just need to find a secure solution that can meet the clients needs. I find it best to explain our role in that manner to get the best collaboration.

There is no good “reason” for a client in any industry to request data unencrypted. In fact, given regulatory requirements that many industries are held to, it’s not even possible, and just plain bad practice in general. The answer to this is easy, I don’t care “why” the client wants unencrypted access, because the answer will always be ABSOLUTELY NO!

Almost all encryption methodologies for accessing files is completely transparent to the end user. Either via sFTP, a secure portal (HTTPS), or IPSEC VPN access to an internal share, there really isn’t anything for the client to do but enter a username and password.

When it comes to dealing with unencrypted data access, Here's how you can approach: 1. Firstly, one needs to evaluate the threats. Basically, any data which has not gone through encryption is susceptible to hacking no matter the network it is within. Think of what may likely happen to you, your identity, money, organization, and its reputation in case you get involved in such scams. 2. Prioritize encryption. Use appropriate computing security techniques that include encryption of data while being transmitted over the network as well as data when stored. 3. Minimise exposure to unencrypted data to the barest minimum possible. This way, the exposure is limited as access is provided only to specific fields of data or certain options.

-Discuss and agree on a set of terms that satisfies both the client's needs and the organization's security policies. -Ensure that any compromise still maintains an acceptable level of security.

-If unencrypted access is absolutely necessary, implement it in the safest manner possible. -Use secure authentication methods, audit logs, and regular monitoring to detect any unauthorized access attempts. -Ensure that the data is accessed over secure, encrypted channels like VPNs or secure sockets layer (SSL) connections.

Understanding the need and increasing the awareness of the client is of paramount importance. For example It could be a legacy infrastructure that restricts the use of encryption for data in transit. Or the existence of a private network which makes the client complacent.
