CDT submitted comments to EU Commission on the EU-U.S. Data Privacy Framework (DPF). The focus: the impact of the April 2024 reauthorization of #FISA Section 702. This expansion raises concerns about the scope & safeguards of U.S. #surveillance laws. The new reauthorization means almost any U.S. company with access to communications equipment can be compelled to comply with #FISA 702 directives. This creates uncertainty and questions about whether U.S. laws meet the EU's data protection standards. The lack of guardrails in FISA 702 was key in previous CJEU decisions to strike down the Privacy Shield and Safe Harbor agreements. We must ensure the #DPF truly protects privacy to withstand future legal challenges. https://lnkd.in/e3h6_2nE

Earlier this year, CDT released its “Navigating Demographic Measurement for Fairness and Equity” report which dives into methodologies, guidance, & case studies for fairness & equity assessments. Especially as governments & policymakers push for fairness in #AI, a critical aspect is identifying & mitigating bias. Practitioners should engage with impacted communities, communicate openly, and embed strong technical and institutional safeguards. https://lnkd.in/eGxHywJt

Last month, an update from CEO Alexandra Reeve Givens: Center for Democracy & Technology Leads Breakthrough Work on Gender Justice. 👩💻 This summer, CDT published resources assessing the landscape for #HealthPrivacy. We've informed new laws, led a Dobbs Task Force, & reviewed state "shield laws" enacted over the past two years. Our recent efforts include a blog on the evolving privacy landscape, an op-ed on the right to anonymity online, and hosting of a U.S. Department of Health and Human Services (HHS) Office of Civil Rights HIPAA ruling briefing. We also launched a multistakeholder group with Cyber Civil Rights Initiative and The National Network to End Domestic Violence (NNEDV) to combat non-consensual intimate imagery, responding to the White House's call to action. CDT recently submitted comments to the White House Office of Science and Technology Policy on building the Federal Evidence Agenda on Disability Equity. https://lnkd.in/ecgMvpGb CDT commends the White House Office of Science and Technology Policy for seeking public input & for its commitment to achieving real #equity for people with disabilities. Inclusive datasets are vital to prevent algorithmic bias, which disproportionately affects marginalized communities. Algorithmic systems learn from datasets, creating outputs like credit scores or risk assessments. When datasets aren't fully representative of people with disabilities, bias is amplified, leading to negative impacts. To reduce these effects, representative datasets must be used to train and assess algorithms for risks to disabled individuals. A federal strategy on #DisabilityEquity in data is crucial for mitigating discrimination. CDT emphasized the need to address disparities, data collection barriers, & privacy concerns. CDT's Kristin Woelfel in Daily Progress discussing the implications of web filtering technology’s use in K-12 schools and the #censorship concerns it raises. “In CDT's survey, nearly three-quarters of students said web filters make it hard to complete assignments. Even accounting for youthful exaggeration, 57 percent of teachers said the same was true for their students.” “[Woelfel] said she and her colleagues started to think of the web filters as a ‘digital book ban,’ an act of censorship that's as troubling as a physical book ban but far less visible.” “‘You can see whether a book is on a shelf,’ [Woelfel] said. TODAY: CDT’s #AI Governance Lab Director Miranda Bogen spoke before the PCLOB on the challenges that come with the use of #ArtificialIntelligence (AI) in counterterrorism and other national security programs. Key takeaways: 1) Use of #AI will continue to exacerbate privacy & civil liberties risk. 2) AI-powered systems remain inherently unreliable & difficult to scrutinize, making oversight critically important. 3) Ensuring human decision makers with subject matter and domain expertise can & do maintain meaningful oversight over the use of AI systems will require proactive effort. 4) AI use should not circumvent rules & safeguards established for intelligence agencies & personnel. 5) PCLOB should assess compliance with and sufficiency of existing executive policies on agencies’ use of AI. https://lnkd.in/esPVSTjN Stream Miranda Bogen’s full testimony here. https://lnkd.in/e_TXFtTF
