Happy birthday Congressional Research Service! On July 18, 1914, Librarian of Congress Herbert Putnam established the Legislative Reference Service (LRS), which went on to become the Congressional Research Service (CRS). What a great 110 years of existence it has been. We are as committed today to our mission as the original LRS staffers. Today we celebrate CRS and its continued authoritative, nonpartisan, and unbiased service to the Congress at every stage of the legislative process.
