At 2024 IPF, floating offshore wind was center stage. For two days as part of the FloatON Summit, government and industry leaders participated in panels and presentations to unpack the current state and future outlook of this burgeoning technology. To open the Summit, Maine Gov. Janet Mills announced that her state has launched its process to procure up to 3,000 MW of offshore wind energy by 2040. This exciting news was followed later by an announcement from the Bureau of Ocean Energy Management, which issued Proposed Sale Notices for nearly one million acres in the Gulf of Maine, effectively driving the creation of floating offshore wind off the East Coast. FloatON also centered on the West Coast, where leaseholders in California are building out plans for floating projects, and BOEM recently proposed new lease sales for Oregon. Enrico Schaefer, Head of Development West at RWE, offered his company’s perspectives as a developer with projects on three coasts. He shared how RWE will focus on collaboration with public and private sector partners amid this next evolution of the industry. At the Summit’s opening “Market Overview,” speakers representing the US, United Kingdom, and Japan answered critical questions about global competition. Panelists shared how companies are navigating this complex landscape and explored steps to make floating projects and technologies both bankable and insurable – two key themes of the Summit. Other FloatON panels considered new ways to approach development, such as taking a “stepping stone” approach in the West, while Fugro’s Xiaoyan Long Phd PE DGE moderated a discussion that showcased new technologies designed to address mooring and anchoring challenges in seismic zones. Experts from Hitachi Energy, Kiewit Energy Group, and Cierco Energy, shared strategies for securing global adoption of these new technologies. Venterra Group CEO Philippe Kavafyan opened day two of FloatON with a strong message to industry, urging them not to wait: “Floating wind will not take off only when we’re done with all the bottom fixed potential.” Some speakers looked to the future: Tim Fischer, Global Executive Director and VP of Wind Business at Ramboll, gave a thought leadership presentation on novel ways offshore wind market design can incorporate sustainability. Walt Musial at National Renewable Energy Laboratory (NREL) led a research-based discussion with speakers from American Bureau of Shipping (ABS) and Ocergy about the economic feasibility of installing turbines in extreme water depths. Oceantic’s own CEO Liz Burdock moderated a panel on the potential for floating solar to serve as a supportive, interim step between fixed-bottom and floating turbines. This represents just a sliver of the conversations at FloatON, our first floating offshore wind event within IPF.
