The National Center for Missing & Exploited Children (NCMEC) recognizes the Springdale, AR Police Department Communications Center under the leadership of Chief Frank Gamble and Dispatch Manager Teresa Hudson, for completing the training and policy review required for the SPD Communications Center to become a member agency in NCMEC’s Missing Kids Readiness Program (MKRP) by demonstrating preparedness to effectively respond to reports of missing, exploited and unidentified children. Today, members of the community, law enforcement, and local non-profits joined together to distribute posters of Relisha at New York Avenue and Bladensburg Road NE on Relisha Rudd Day of Awareness. Relisha was only 8 years old when she was seen on March 1, 2014, on surveillance video in a Washington, DC, motel with Kahil Tatum, a janitor who was working at the D.C. General Shelter where Relisha lived with her mother. Tatum later committed suicide after Relisha was reported missing. The posters and photos they held in their hands show an age progression of Relisha, created by NCMEC forensic artists, depicting what she might look like today at 18 years old. The SHIELD Act will benefit child victims by criminalizing the distribution of visual depictions of a nude minor in instances where the images are exploitative but do not meet the legal definition of sexually explicit conduct that constitutes child pornography. Did you know? Photos of missing children started appearing on grocery bags in early 1985. The “Missing Children Grocery Bag Program,” coordinated by the National Child Safety Council, began after the launch of the milk carton program and worked with grocery bag manufacturers to help circulate photos of missing children provided by NCMEC.
