The North American Electric Reliability Corporation (NERC) is a not-for-profit international regulatory authority whose mission is to assure the reliability and security of the bulk power system in North America. NERC develops and enforces Reliability Standards; annually assesses seasonal and long‐term reliability; monitors the bulk power system through system awareness; and educates, trains, and certifies industry personnel. NERC’s area of responsibility spans the continental United States, Canada, and the northern portion of Baja California, Mexico. NERC is the electric reliability organization for North America, subject to oversight by the Federal Energy Regulatory Commission and governmental authorities in Canada. NERC’s jurisdiction includes users, owners, and operators of the bulk power system, which serves more than 334 million people.

National Academy of Engineering (NAE) Section 6 (Electric Power/Energy Systems) and NERC have published a report, Evolving Planning Criteria for a Sustainable Power #Grid, on electric reliability criteria for grid planning. The report summarizes the proceedings and actionable recommendations arising from a co-sponsored #NAE Section 6 and NERC #workshop held earlier this year which examined #electric reliability criteria for planning resource and transmission adequacy on the transforming grid and focused on two broad topics: capacity vs. #energy and planning the transforming transmission grid. In response to Federal Energy Regulatory Commission Order No. 901 and consistent with its Inverter-Based Resource (IBR) Strategy dedicated to identifying and addressing challenges associated with IBRs, NERC continues to develop active #Reliability Standards projects that address multiple aspects of #IBR planning. NERC’s Order No. 901 work plan includes four key milestones to achieve FERC’s directives within the prescribed timeframes, with Milestone 1 having been completed in January 2024. Milestone 2, which establishes new and revised standards to address IBR performance during disturbances, has a filing deadline of November 4, 2024. Milestone 2 projects will be posted July 22–August 12 and will be the last opportunity that #NERC can ballot these projects through traditional mechanisms. The Board may take requisite action during the August Board meeting to ensure directives are met. To assist industry in this upcoming comment and ballot period, NERC has released a Milestone 2 Summary (https://ow.ly/4pHe50SCqoj) that provides high-level overview of the current state of the associated projects and their interrelationships as well as several recently resolved issues, including IBR definitions and Sub-Bulk #Electric System IBR – Category 2 Generator Owners and #Generator Operators, and integration with later projects slated for Milestone 3 and Milestone 4.
