    ParCol Integrity (PCI) recently had the opportunity to support a multidisciplinary team evaluating a plant's readiness for start-up after a major project converting the facility into a #biodiesel operation. During the few days on-site and the additional time off-site preparing the final report, a constant question lingered in my head. It's something I've discussed with several colleagues for years but haven't seen much change: WHY AREN'T core mechanical integrity components (systemization/circuitization, inspection drawings, and CML placements per expected damage mechanisms, etc.) part of the expected deliverables from the EPCM handling a given project? At the end of the day, they are already completing a lot of work that would support the generation of most of these deliverables (3-D models, process reviews, and project systemization for handoff are already being done). Moreover, the cost and time associated with including these components would be minimal compared to the rest of the project cost/budget. Yet, having these deliverables would allow facilities without existing MI programs to start on the “right foot.” Additionally, existing facilities with robust #programs could smoothly “plug in” the new #project deliverables instead of them sitting on shelves for months (sometimes years) until the onsite team gets to it or the department has the #budget to hire third-party help.
