    The New York City Council is deliberating on a fresh building safety regulation following the partial collapse of 1915 Billingsley Terrace in the Bronx last December. Council Member Pierina Sanchez has introduced "The Billingsley Structural Integrity Act," which proposes establishing a program to assign risk scores to buildings, evaluating the probability of structural failure. Under this proposed law, owners would be obligated to promptly rectify any identified issues or face increasing civil penalties. The legislation targets systemic deficiencies in how the Buildings Department identifies and responds to potential hazards. The suggested risk assessment would take into account various factors, including the building's age, size, construction materials, and its history of permits, violations, inspections, and complaints.     Today marks the 1 year anniversary of the Parking Garage Collapse in lower Manhattan, NYC, killing one person and injuring five others. The garage had six open building violations, three of which were classified as “hazardous,” New York City Department of Buildings records show. 👍 How things have changed since 2023: Parking garage proprietors and operators are now obligated to engage a certified engineer for an on-site inspection and assessment of the parking facility. The aim of this assessment is to detect signs of deterioration in any structural aspect or building component, any hazardous situations, or any indications of overall structural instability. Deterioration encompasses the weakening, disintegration, corrosion, rust, or decay of any structural element or building component. Subsequent to the initial evaluation, parking garages must undergo regular condition assessments every three years, with the possibility of additional assessments being mandated as necessary. Pay close attention to areas where water might accumulate, such as joints and corners. ✅ Reinforcement Corrosion: Check for rust stains or exposed reinforcement bars (rebar). Rusting rebar can cause concrete to crack and weaken, compromising the structural integrity. ✅ Column and Beam Alignment: Assess the alignment of columns and beams. Any leaning or tilting could indicate structural movement or failure. ✅ Foundation Stability: Examine the foundation for signs of settlement, shifting, or cracks. Foundation issues can lead to structural instability and safety hazards. ✅ Expansion Joints: Inspect expansion joints for gaps, deterioration, or displacement. Properly functioning expansion joints accommodate thermal expansion and contraction, reducing stress on the structure. ✅ Load-bearing Capacity: Ensure that the parking garage can support its intended loads, including vehicles, equipment, and occupants.
