OPA issues “Management Action Recommendations” (MARs) to help shape the Seattle Police Department’s (SPD) policies. During investigations, OPA sometimes identifies issues with SPD policies or practices that have implications beyond the case at hand. To address them, we may issue a MAR to the department flagging concerns and recommending changes. A MAR is a tool for correcting gaps, ambiguities, or concerns with SPD policies and/or training. Good job San Jose Police Department in identifying, tracking down and arresting these people responsible for an attack on an Officer during a vehicle sideshow on June 15, 2024. During this incident, the suspects got on top of the patrol vehicle, stomped on the windshield, struck the side windows, and attempted to pull open the doors. At least one suspect threatened the officer, saying they had knives, officials said. The officer sustained minor injuries due to the incident and was unable to respond to the emergency he was initially headed to. Sideshows have become a major public safety issue across the nation. Their actions cause extreme hazards to other vehicles on the road as well as pedestrians and the congestion they crease causes delays in police and fire emergency responses. Law Enforcement needs to continue to make their response to sideshows a priority and crack down hard on these people. NEW! Closed Case Summaries posted 7.12.2024: bit.ly/opa_ccs OPA creates Closed Case Summaries for every complaint it investigates. These summaries outline OPA’s investigation, the director's analysis and findings, recommended discipline, and any discipline imposed by the Seattle Police Department (SPD) Chief of Police. OPA references SPD’s policies and trainings to determine whether misconduct occurred. Generally, for an allegation to be sustained (supported by sufficient evidence), OPA must conclude that an officer *more likely than not* committed the alleged violation. Interesting article about the role security officers are now playing in our homeless communities here in Los Angeles. As the article highlights, the responsibilities shouldered by these security officers extend far beyond traditional security duties, often involving interactions with individuals struggling with substance abuse, mental health challenges, and trauma. Without proper & adequate training in de-escalation techniques, conflict resolution, mental illness awareness and compassionate communication, their presence may inadvertently escalate tensions and exacerbate already volatile situations. The concerning lack of training and capabilities among these security officers raises serious questions about their suitability for managing situations involving vulnerable populations. This has & will continue to become the new norm with security moving into roles and filling functions traditionally held by LE, as we move closer to what my brother Scot W. coins as #LEZERO. Washington State University (WSU) and the Washington State Attorney General's Office (AGO) are two of the most corrupt government agencies in the country. The AGO and WSU conspired and colluded to rig a public procurement process, eliminate competitive bidding, and ensure that WSU would be awarded a $15 million state contract to collect police use of force data. WSU partnered with IBM on the project despite the fact that neither organization has any qualifications or experience with use of force data collection or analysis. Once the AGO awarded WSU the contract, WSU drafted a subcontract for IBM that required the company to transfer ownership of their patents, copyrights and other intellectual property to the State of Washington. IBM refused to sign the contract. Now WSU is secretly negotiating with two unnamed companies to provide technology services for the project. WSU has refused to release public records related to the project including how they are spending millions of state taxpayer dollars. The AGO has redacted thousands of public records in an attempt to cover up their unethical and criminal behavior. Complaints have been filed with WSU, AGO, State Auditor and the Executive Ethics Board but all of them have been ignored or dismissed. The WSU president and AGO quashed an investigation being conducted by the WSU Provost and WSU Ombudsman. Oregon Homicide Investigators Association Call for Sponsors!!! The upcoming 2024 Oregon Homicide Investigators Association Major Crimes Conference is right around the corner at the Graduate Hotel in Eugene, Oregon.
