How can you gain Geographic Information Systems (GIS) experience without a job?
Volunteering is one of the best ways to learn GIS as it relates to real world experience and work structure. You will gain knowledge of the back end of the software as it relates to GIS outputs and cartography, establish deadlines, and will allow you to fine tune your skills for the next steps in your career. Most non-profits have GIS or in some form available for their volunteers to use for their project.

How can you gain Geographic Information Systems (GIS) experience without a job?
There are plenty of entry level courses available online, YouTube for example, that a beginner or even experts can take and gain extensive knowledge on GIS. Also, most GIS companies will supply learning sessions on their GIS software free of charge. This can also be in person at a conference or their corporate events.
