ICYMI, yesterday we wrapped up the 2024 US Army Intelligence and Security Enterprise Industry Day with the help from our friends at AFCEA International. Among the highlights of the event: The >400 Industry teammates in attendance heard from the 48th G-2 of the Army, Lieutenant General Tony Hale, as he provided a threat update highlighting the challenges of operating in this volatile, uncertain, complex and ambiguous world. We also heard a big vision outlining his call to action - giving us a North Star to guide us toward clarity in the chaos. #Together we will tackle the challenges of horizontally integrating intelligence capabilities to ensure we stand ready to perform our 24/7 intel mission around the globe. And we will never forget that our profession exists for only one reason: to assist Commanders in making more decisions, faster ones, and better ones.

Appreciate the great collaboration between PEO IEW&S , Army Futures Command (ACM-IS), Mass Virtual and the ISR Task Force to discuss virtualized training options that will enhance human performance in an affordable and scalable way. The Intelligence enterprise is faced with a unique challenge in support of the US Army. We employ low density systems, we maintain them with low density military specialties, and we are expected to integrate cutting edge technology faster than our institutional training processes can keep pace. So how do we conduct relevant training quickly, effectively and affordably in the 21st century? We virtualize the training. Yesterday I asked the team to get a little uncomfortable and find a way to demonstrate this capability during our flagship intelligence experiment in September. I want our senior leaders to immerse themselves in a virtual world to see how a 35-series Soldier will interact with component-level parts without ever touching the system. Imagine the possibilities we create if we can certify our back-shop support without ever pulling capital assets out of the fight.

Exciting! Specifically that DoD is emphasizing ATO reciprocity between components and departments. Although the “escape clause” is a little broad: During his keynote at the annual GEOINT Symposium on Wednesday, Pentagon Chief Information Officer John Sherman unveiled a new one-page memorandum signed by Deputy Defense Secretary Kathleen Hicks on May 2 that directs “testing re-use and reciprocity to be implemented [by DOD authorizing officials] except when the cybersecurity risk is too great.” Attempts to standardize ATO evaluation assessments have been challenged in some key ways as far as I’ve seen. Potentially big news for veteran-owned small businesses in the current House draft of the 2025 National Defense Authorization Act. The bill would: (1) require DOD to establish a VOSB prime contracting goal no less than the governmentwide SDVOSB goal (currently 5 percent) and (2) authorize DOD to use VOSB set-asides and sole source contracts to reach this goal. Currently, VA is the only agency with authority to issue VOSB set-aside and sole source contracts (as opposed to SDVOSB). This is still a draft and has a long way to go before it potentially becomes law, but it’s certainly something I will be keeping an eye on. #govcon #governmentcontracting #federalcontracting #VOSB #veteranowned

The new 2-star command will coordinate defenses, oversee humanitarian missions, and serve as a direct conduit for U.S. Indo-Pacific Command in the region. It will be responsible for a significant area of the southwestern Pacific, including U.S. territories like Guam, the Northern Mariana Islands, and Wake Island, as well as independent nations like the Federated States of Micronesia, Marshall Islands, and Palau. This move by the United States Department of Defense is seen as a direct response to China's growing military capabilities and aggression in the Indo-Pacific. The Pentagon has been steadily increasing the U.S. military presence on Guam, with the establishment of the new Marine Corps Base Camp Blaz and plans for a comprehensive missile defense system. Rear Adm. Gregory Huffman, previously the commander of Joint Region Marianas, has assumed command of the new Joint Task Force-Micronesia. He stated that the task force will be "postured and ready to not only support warfighting, but to shape the forces within our region" and continue developing infrastructure to enhance freedom of maneuver. You had to know this day would come... DOD is now implementing a DUE DILIGENCE PROCESS across the DoD SBIR/STTR Program Office Programs... Per the recent memorandum: "The Air Force Office of Commercial and Economic Analysis (OCEA), pursuant to funding support agreements and oversight of the Secretary of the Air Force, will conduct a business review based on publicly available information (PAI) and commercially available information (CAI) for each small business concern (SBC) that submits an SBIR or STTR proposal to identify potential security risk indicators; the PAI/CAI business review will be used to develop a business security risk indicator report." The memo states that, "The PAl/CAI business review will be performed IN PARALLEL WITH THE TECHNICAL EVALUATION OF THE PROPOSAL." That said, my hypothesis is this will significantly slow down time to award, since the government will likely want to make sure they are making a "clean" award. Though I appreciate this effort in spirit, I believe it could hurt our ability to prioritize mission over risk and slow us down further. ARCTIC DEFENSE - Howard Altman - Allied Pact Aims To Close Yawning Icebreaker Gap With Adversaries - The U.S., Canada and Finland have a new plan to boost production of icebreakers critical in the increasingly important Arctic region. - In an ambitious effort to counter Chinese and Russian influence in the High North, the U.S., Canada and Finland have created a resource-pooling plan to help meet a projected demand for as many as 90 icebreakers among allied nations over the next decade. These vessels offer a critical capability in a region with increasing strategic significance. - “This is a strategic imperative,” a senior U.S. official told reporters on Wednesday. ”Polar icebreakers are exactly the kind of high-complexity, high-tech market segment in which America is well-positioned to thrive and lead, particularly with added expertise in technology. And this will help build out our industrial capacity but also provide benefits to our Allies, consistent with the message you’ve been hearing this week at the NATO Summit.” - Icebreakers provide a presence where other ships can’t go and help pave the way so they can. The growing need for them is spurred by melting ice coverage that opens up new lanes of shipping up north, adding additional competition for influence on the water and the potential natural resources lying below the surface. As a result, the Arctic region is increasingly becoming a potential flashpoint. It has seen significant investment in military resources, especially by Russia, which is massively expanding its aviation facilities at Nagurskoye Air Base, adjacent to its large Arctic Trefoil outpost. - as the ice packs melt the need for icebreakers will only increase. The date is not recognized nationally, but is recognized by a number of States, either through legislation or proclamation, and organizations. The stated goal of Women Veterans Day varies somewhat by state, but can generally be acknowledged as an effort to honor the work of women in the United States Armed Forces and recognize the unique challenges that they have faced. The date was first recognized when the New York State Assembly declared June 12, 2008, to be Women Veterans’ Recognition Day. While Women Veterans Day is currently only a state recognized commemoration, there is an effort to have the day recognized at a national level. U.S. Representative Mikie Sherrill of New Jersey introduced a resolution in both 2019 and 2020 to have June 12 officially recognized as "Women Veterans Appreciation Day." The purpose of the resolution is to address "the disparities in care, recognition and benefits that our women veterans receive" and to "highlight the growing presence of women in the Armed Forces and the National Guard; and pay respect to women veterans for their dutiful military service." In 2020, Senator Cory Booker submitted a companion resolution in the U.S. Senate.

Added: there are some caveats on the remote status with IT support, conferences, geographical area, etc, but reasonable. It’s funny how remote & hybrid categories are splintering. When I was fully remote, I did have travel to sponsors several times a year, a commute to fix my computer, and a few conferences that were local. That was perfect for me. 35 GS-12 fully remote positions! I bet the VA picks up some excellent candidates. Sharing with my network as a reminder to leaders to take care of your employees and their work-life balance if you want to recruit and retain--and as a reminder to your employees that they have options if you don't develop them. Next-Gen isn't just about technology but also about the next generation(s) of the Federal workforce.
