Position Summary

This position is responsible for performing technical accounting functions in support of the Business Services department, ensuring that appropriate accounting systems and internal controls are in place to safeguard district assets. All work is performed under the general supervision of the Director of Accounting Services.

Essential Duties

Banking and General Ledger Functions:

  • Balance and reconcile a variety of accounts, ledgers, and bank statements.
  • Perform daily monitoring of bank accounts to ensure compliance.
  • Review and resolve outstanding checks for all bank accounts.
  • Supervise preparation and posting of deposits for all bank
  • Verify, balance, and adjust general ledger components; identifying errors and discrepancies; making necessary corrections, and adjustments.
  • Record all sources of revenue to the general ledger.

Local School Accounting Functions

  • Act as a resource for district bookkeepers and other personnel, explaining accounting processes, responding to questions, and resolving issues that arise.
  • Prepare and conduct monthly bookkeeper meetings and trainings.
  • Review monthly bank reconciliations and financial reports; work with school bookkeepers to identify and resolve errors.
  • Process year-end close for all schools.
  • Review and update local school accounting and procedures manual annually.
  • Facilitate completion of the annual external audit of local school accounts for all schools.

Payroll And Benefits Functions

  • Enter direct deposit information for employees.
  • Create and manage new deduction number assignments and general ledger accounts.
  • Process ACH transactions and transfer funds as needed.
  • Process payments for federal and state payroll taxes.
  • Process payments for various employer benefits, including state health benefits and supplemental retirement plans.

State And Federal Reporting Functions

  • Prepare quarterly IRS 941 return and submit payment to IRS.
  • Prepare annual IRS form 1099 for distribution to vendors.
  • Prepare annual IRS form 1096.
  • Prepare a variety of other financial and statistical reports such as the Georgia Department of Revenue and Georgia Department of Labor Reports; collect and compile information for such.

Year-End Close Functions

  • Monitor and maintain fixed asset listing.
  • Assist with the preparation and submission of the DE-046, which includes reconciling all balance sheet accounts (cash, investments, inventory, accounts receivable, prepaid items, capital assets, accounts payable, salary and benefits payable, interest payable, contract and retainage payable, deferred revenue, and long-term debt) and reconciling federal, state, and tax revenues.
  • Assist with the preparation of the GASB financial statements, notes to the financial statements, and provides required supplementary information.

Minimum Qualifications

  • Bachelor’s Degree in Accounting (Master’s Degree or Professional Business Certification preferred)
  • Minimum of five (5) years of experience in accounting; preferably in a school system or governmental entity

Knowledge, Skills And Abilities

  • Knowledge of the principles, practices, and terminology of accounting functions as they apply to Georgia school districts
  • Knowledge of the Georgia state chart of accounts
  • Thorough knowledge of office methods, practices and procedures, including financial record-keeping
  • Thorough knowledge of governmental auditing, and reconciliation practices
  • Demonstrate proficiency in the use of computer programs and software, such as word processing, spreadsheets and database applications, particularly Microsoft Office products (Excel, Word, Access)
  • Thorough knowledge of theory and principles of governmental accounting and GASB requirements, particularly as they relate to school system accounting
  • Effective written and oral communication and organizational skills
  • Demonstrate ability to work independently and maintain confidentiality
  • Demonstrate knowledge of enumeration, computation and itemization skills
  • Demonstrate proficiency in ten-key by touch, and accurate financial data entry
  • Ability to establish and maintain effective working relationships with school officials, employees, parents and the public
  • Ability to work in a team environment to meet goals and deadlines
