Summary

The Deputy ARFF Chief is responsible for assisting the ARFF Chief in the management of the Albany Airport Fire Department. This role involves close collaboration with all airport departments to ensure effective emergency response and compliance with regulatory standards.

ESSENTIAL DUTIES AND RESPONSIBILITES include the following. Other duties may be assigned.

  • Assist as Incident Commander in response to actual or potential Airport and/or aircraft emergencies to prevent or extinguish fires, rescue plane crew and passengers, and perform emergency medical services (EMS).
  • Ensure Airport compliance with FAR Parts 139 and CSR Part 1542 by managing response vehicles, personnel, extinguishing agents, and maintaining index.
  • In conjunction with airport management team assist in developing and keep in constant review the Airport Emergency Plan to comply with FAR Part 139.
  • Performs firefighting and rescue operations related to Airport and/or aircraft emergencies and emergency alerts.
  • Develop and implement plans and procedures for the proper handling and storage of hazardous substances and materials in accordance with FAR Part 139.
  • Responsible for conducting the FAA required annul review of the Airport Emergency Plan
  • Oversee a standardized training program to ensure personnel are adequately qualified in compliance with FAR Part 139, including maintaining required training records and documents.
  • Maintain all certifications necessary to perform or direct emergency firefighting and rescue operations.
  • Provide direction for Fire Department assistance in aircraft salvage operations.
  • Provides assistance to Chief in the development of departmental policy and budgetary requests.
  • Assist in escorting aircraft and other vehicular traffic on the Airfield Operating Area.
  • Attends training programs to maintain current knowledge of laws, regulations, and codes and best practices relating to fire protection and prevention, hazardous materials and emergency response.
  • Organizes and supervises the department’s fire prevention program including the inspection of buildings, the issuance of permits, the investigation of fire causes, and the development of fire prevention activities.
  • Supervises the emergency medical services functions of the department including the training of personnel in current emergency medical techniques, and assists in the promulgation of a public education program.
  • Evaluates the performance of employees to document problems and develop professional development objectives.
  • Performs additional personnel management responsibilities, as assigned by the Chief.
  • Assist in enforcing Airport Rules and Regulations.
  • Actively participate in Total Quality Management Programs.

Management Responsibilities

  • Assist in managing all employees in the Albany Airport Fire Department.
  • Support the overall direction, coordination, and evaluation of the department.
  • Support management responsibilities in accordance with organizational policies and applicable laws, including planning, budgeting, assigning, and directing work; appraising performance; addressing complaints; resolving problems; goal setting; and merit appraisals.
  • Collaborate in facilitating a uniformed hiring process and recommending candidates to the Fire Chief for appointment.

EDUCATION And/or EXPERIENCE

  • High school diploma or general education degree (GED), Associated Degree (A.A.S.) preferred;
  • Ten years firefighting experience with three years ARFF experience; two years’ experience as a firefighters officer with supervisory responsibilities;
  • EMT certification;
  • Thorough knowledge of modern aircraft firefighting and fire prevention methods; fire hazard inspection procedures; fire investigation techniques; FAA regulations
  • Ability to operate all firefighting equipment and apparatus;
  • Demonstrated leadership skills and the ability to plan and coordinate the work of others is required.

Language Skills

Ability to read, analyze, and interpret general industry periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Mathematical Skills

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, percent, area, circumference and volume and to draw and interpret bar graphs.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Must possess a valid NYS Driver’s License and current Emergency Medical Technician certificate as a condition of employment.
  • Possession of NYS Professional Firefighter Certification (NYS229).
  • Compliance with NYS Chiefs Minimum qualifications standards pursuant to 19 NYCRR 427.9.
  • Completion of all FAA required training standards for executive leaders.
  • Completion of Officer 3 and Instructor 3.
  • National Incident Management System, including completion of ICS100, ICS 200, ICS 300, ICS 700, and ICS 800.

The noise level in the work environment is usually loud.
