Associate Health Care Management System Analyst (NYS HELPS) - 77131

Minimum Qualifications

Current permanent or contingent-permanent, competitive status as an Associate Health Care MSA, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Associate Health Care MSA, G-23 under section 52.6 of the NYS Civil Service Law.

Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications

A bachelor's degree and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance.

Preferred Qualifications: Critical thinking skills, analytical skills with Microsoft Excel, ability to solve problems independently. Professional work experience and/or education in accounting and trend analyses.

Professional work experience should include knowledge of health care policy, projections and trend analysis. The candidate must also have knowledge of the NYS Medicaid program and have the ability to interact and collaborate with other Medicaid-related State Agencies, as well as the Division of the Budget and Centers for Medicare & Medicaid Services.

Duties Description

This incumbent will supervise financial and systems analysts within the Bureau of Managed Care Reimbursement within OHIP’s Division of Finance and Rate Setting (DFRS) and will report to the Bureau’s Principal Health Care Management System Analyst (PHCMSA). The Bureau of Managed Care Reimbursement is responsible for the calculation and evaluation of Managed Care (MC) rates, additional MC reimbursement and MC fiscal analysis.

The incumbent will manage both professional and administrative staff tasked with calculating, evaluating, and monitoring MC reimbursement and reimbursement rates. The incumbent will work closely with various rate setting teams throughout DFRS and must have knowledge of DFRS rate setting and reimbursement methods. Additionally, the incumbent will work with the State’s consulting actuary on rate development and reimbursement methodologies.

Under the PHCMSA’s direction, the incumbent will perform analysis and strategic planning to identify expenditure trends within the MC landscape. Additionally, the incumbent will serve as a liaison with stakeholders, providing technical assistance and must have the ability to administer meetings. The incumbent will also interact and collaborate with Medicaid Global Cap, Managed Care Long Term (MLTC) rate setting, FFS rate setting teams, and other State agencies. The incumbent will focus on rate development and implementation as well as amendments to reimbursement amounts for MC.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
