Base Camp Manager

Position Overview: The Base Camp Manager (BCM) provides overall support for camp operations, including managing equipment and facilities, supporting and managing the client, site personnel, vendors and Sub-Contractors.


Responsibilities:


Include the following. Other duties may be assigned to the Base Camp Manager.


  • Ensure readiness to mobilize, including obtaining necessary materials and equipment, and gathering critical information relevant to the assignment, including reviewing and understanding contract requirements, performance work statements, and working instructions.
  • Assemble and validate readiness of assigned personnel and equipment.
  • Establish and communicate chain of command, reporting procedures, and relevant policies and procedures.
  • Participate in operational briefings.
  • Brief assigned personnel.
  • Identify resources and maintain accountability.
  • Establish and maintain positive interpersonal working relationships.
  • Establish and communicate objectives, priorities, work assignments, and performance expectations.
  • Identify, analyze, and use relevant situational information to make informed decisions and take appropriate actions.
  • Ensure performance standards are met.
  • Manage equipment and support services necessary.
  • Conduct safety inspections of facilities.
  • Coordinate with various departments on contracts/agreements for services, equipment, and personnel.
  • Adjust work assignments as needed to meet operational requirements.
  • Serve as the primary logistics representative when working at the camp.
  • Follow established processes and chain of command for collecting, producing, and distributing information.
  • Account for location, health, and safety of personnel.
  • Anticipate demobilization, identify excess resources, coordinate to prepare demobilizations schedule.
  • Return equipment and supplies.
  • Conducts site surveys and signs off on site for initial acceptance and after demobilization of base camp.
  • Complete all required reports accurately and on time.
  • Work with local, state, federal, tribal, DOD, and other stakeholders that are occupying the base camp.
  • Processes Requisitions and ensures Operations/Warehouse are notified of deficiencies in a timely manner.
  • Maintains Manager’s/Operator’s Journals or other logs daily.
  • Works with Safety Officer to provide weather updates, provide storm updates, and ensures a daily safety briefing is conducted with staff.
  • Works with Human Resources to provide guidance on personnel matters, personnel conflicts, performance counseling, and employment determinations.


Qualifications:


To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.


  • Must have a minimum of 3 years supervisory experience in a field environment, previous emergency base camp management experience is preferred.
  • Must be familiar with general office equipment, computers, phone systems and scanners. Must be experienced with Microsoft Office Suite.
  • Must have strong organizational and time management skills, and the ability to prioritize competing requirements.
  • Familiar with the National Incident Management System (NIMS) Strong candidates will have a familiarity with base camp construction, generator maintenance, mobile showers units, mobile laundry units, mobile kitchen units and HVAC units.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, contract documents, or governmental regulations.
  • Ability to draft reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


Certificates, Licenses, Registrations: None required, Incident Command System (ICS) Certifications preferred (ICS 100/200/IS 700.B etc.) Trade certifications/licenses e.g., electrical, generator maintenance, HVAC, etc. preferred.

Teleworking: No


Travel: Yes, travel between locations is required. Travel is up to 90% of the time. Travel is approximately 75% of the time if the employee lives near one of the camp locations.

Physical Demands: While performing the duties of this job, the employee is frequently required to walk, reach with hands and arms, talk, or hear, and taste or smell. The employee is occasionally required to stand; sit; use hands to finger, handle, or feel; climb or balance; and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds. Specific vision abilities required by this job include depth perception.
