We are looking for a CO Medicaid Enterprise Solutions (CMES) Portfolio Governance Manager for the Enterprise Project Management Office (EPMO) of the Health Information Office (HIO)!

The EPMO within HIO exists to oversee and coordinate HCPF strategic initiatives, including improving operational and project excellence across the Department. Supporting projects related to Colorado Benefits Management System (CBMS), Program Eligibility Application Kit (PEAK), Medicaid Management Information System (MMIS) and Health Information Technology (Health IT) initiatives at the Department The work unit coordinates initiatives with other State agencies, including coordination with the Governor’s Office, the Office of eHealth Innovation, the Office of Information Technology (OIT), the Department of Public Health and Environment (CDPHE), and the Department of Human Services (CDHS) to maintain a cohesive strategic approach among these agencies. The work unit supports HCPF in the oversight and coordination of initiatives through the creation of Enterprise Project Portfolio, IT strategy, project planning, coordinating requirements documentation, reviewing policy and detailed system design approaches, proposing solutions, and implementing solutions to support HCPF policies. The unit directs activities that influence policy staff, business analysts, developers and programmers’ deliverables. This unit identifies and coordinates Department-wide changes to support improved operational and strategic performance.

This position can work fully remotely from anywhere in the State of Colorado.

**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**

Description Of Job

WHAT YOU'LL BE DOING AS CMES PORTFOLIO GOVERNANCE MANAGER:

  • Provides strategic direction and solutions as Staff Authority to Policy and Program offices in support of HCPF Colorado Medicaid Enterprise Systems (CMES) objectives and ensures all modules administered by HIO adhere to the established EPMO framework standards and ensures best practices and approaches for portfolio and project management are followed.
  • Provides support for any escalations between HIO portfolio managers and HCPF offices,the Governance Steering committee, and Executive Leadership Team.
  • Analyzes, organizes and interprets budget, program priorities, Advanced Planning Document (APD) requirements and timelines and legislative requests for system changes, vendor oversight and contract change support in collaboration with contract managers, budget analysts and advises the EPMO Director, HIO Office Director, and HIO Deputy Office Director.
  • Analyzes and communicates complex state and federal regulations and statutes impacts and priorities to successfully implement CMES module requirements and HCPF policy initiatives.
  • Creates the HIO modular systems strategic business plans that integrate with the Departments mission and goals. Implements EPMO processes, SDLC and Agile processes for MMIS and other CMES modules, as well as provides guidelines, structure and policies and organizes and leads regular meetings with the individual CMES program managers to ensure the MES can adequately meet HCPF goals.
  • Responsible for the continuous improvement of the governance frameworks, project delivery practices, tools and results, as well as continued leadership, growth and retention of a team of the CMES Portfolio Managers in collaboration with their supervisors.
  • Develops, grows, and creates new relationships across HCPF by participating in Department­-wide projects when applicable and growing the MES module management to other Offices by delivering exceptional, consistent, professional project management results.
  • Directs project management (PM) best practices and project delivery methodologies and is responsible to direct people and projects in addition to developing relationships with Executive management to instill confidence in the EPMO.
  • Creates, collaboration with supervisors, the governance and evaluations of CMES Portfolio Managers in their roles to assist the CMES modules account managers in providing assistance with contract management, system change management, budget management, and relationship management and is responsible for setting the strategic vision and direction for the Portfolio Manager positions in the new CMES modular environment.

Minimum Qualifications

There are two ways to qualify for this position:

Option 1

Experience Only:

Nine (9) total years of professional experience in project management, program management, or healthcare information systems.

Option 2

Education and Experience:

Bachelor's degree from an accredited institution in information technology, project management, business administration, or related field,

AND

Five (5) years of professional experience in project management, program management, or healthcare information systems.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associates will count as two years of experience
  • A bachelors will count as four years of experience
  • A masters degree will count for six years of experience
  • A doctorate or juris doctorate degree will count for seven years of experience

Preferred Qualifications

  • Previous relevant professional state experience
  • Masters Degree in business administration, project management, or information technology
  • PMP certification in good standing
  • Professional experience with:
    • IT portfolio and/or program management
    • Stakeholder management
    • Executive stakeholder management

CONDITIONS OF EMPLOYMENT
