Consultant for Monitoring and Evaluation of GBV programmes, UNFPA APRO, Bangkok, Thailand

Purpose of consultancy:

The purpose of the International M&E Consultant is to support the set up of monitoring and results frameworks and support evaluation of donor funded different initiatives addressing gender-based violence and harmful practices in Asia and the Pacific.

Scope of work:

Gender-based violence (GBV) remains a pervasive and enduring issue in the Asia-Pacific region. Studies indicate that between 15% and 64% of women in the region have experienced physical or sexual intimate partner violence in their lifetime. Data analysis suggests that in numerous countries, affected women often find themselves unable to escape or terminate the violence. Discriminatory practices and policies, coupled with unequal access to essential services, further impede women and girls from exercising their agency and realizing their fundamental rights. Additionally, child, early and forced marriage (CEFM) and female genital mutilations (FGM) persist as grave human rights violations in Southeast Asia, despite considerable efforts to eradicate them. While child marriage rates have seen a decline in recent years, progress remains uneven across the region. Deep-seated cultural norms, poverty, lack of education, and limited access to resources perpetuate the vulnerability of girls, making them susceptible to such harmful practices. Both practices have detrimental effects on the physical and psychological well-being of girls, hindering their educational opportunities, economic prospects, and overall development.

Under the direct supervision of UNFPA APRO GBV Specialist and overall guidance of APRO GBV Advisor, the Consultant will support the establishment of a comprehensive monitoring, evaluation, and reporting structure for a multi-year programme addressing FGM, during the inception phase (July-December 2024) and will review similar processes for other 2 projects addressing GBV and child, early and forced marriage (CEFM). The consultant will ensure that the programmes have a robust framework to effectively measure and achieve its intended outcomes.

As the programmes are being implemented jointly with other UN agencies, the consultant will work collaboratively with M&E experts assigned to these initiatives by partner UN agencies. The programmes inception period is dedicated to solidifying structures, including the development of the Theory of Change and results frameworks with indicators and baseline/target values under the above Outcomes, Outputs, and Activities, in consultation with key partners.

The consultant will jointly support 4 country offices which are targeted by the above regional programmes to identify country-specific indicators, milestones to contribute to the overall TOC and RRF. National consultations will be organized between August and September in each programme country, to validate the TOC, RRF and MERL and will culminate in a regional workshop in October.

Moreover, the consultant will conduct a final evaluation of the initiative “Her health, Her Dignity, Our priority”, a multi-year initiative on health sector response to GBV, implemented by UNFPA in Timor Leste and Papua New Guinea.

The consultant will provide technical guidance and support to finalize the following items:

• Theory of Change
• Indicators with baseline, yearly, and final target values identified to measure the progress toward output, outcome, and impact for three programmes, and country-specific baselines and targets (4 countries);
• A MEL framework, plan, and tools, based on the Theory of Change and indicators;
• An interagency reporting template;
• Detailed annual work plans of each country developed, informed by a Gender Equality, Disability, and Social Inclusion (GEDSI) analysis;
• Risk matrix for three projects
• Baseline assessment
• Final evaluation of the “Her health, Her Dignity, Our priority” initiative
  
  
  

Duration and working schedule:

The total duration of the consultancy will be 80 working days between the starting date of the contranct to 30 March 2025. The selected consultant will develop a monthly workplan in consultation with the GBV team.

This consultancy is homebased.

Delivery dates and how work will be delivered:

Basis of payment: Daily rate, to be paid in 2 instalments upon accumulation of 40 working days each instalment, on the basis of work completed towards deliverables specified below and acceptance by UNFPA APRO.

While the type of deliverables is mentioned below, the exact number are not possible to be quantified at this stage given the majority of the work will be based on consultations with joint programme partners.

Expected deliverables include, among others:

• Theory of Change (one project)
• Indicators with baseline, yearly, and final target values identified to measure the progress toward output, outcome, and impact for one programme, and country-specific baselines and targets (1 country);
• A MEL framework, plan, and tools, based on the Theory of Change and indicators;
• An interagency reporting template;
• Detailed annual work plans of each country developed, informed by a Gender Equality, Disability, and Social Inclusion (GEDSI) analysis;
• Risk matrix
• Baseline assessment
• Evaluation of the “Her health, Her Dignity, Our priority” initiative
• Review of at least 10 M&E documents from different projects, including TOCs, RRFs, Baseline assessments
• Reports on engagements in inter-agency m&e framework development consultations
  
  
  

Note that no payment will be made until the corresponding deliverables are formally accepted and approved by UNFPA APRO.

Monitoring and progress control:

A work plan/delivery monitoring schedule will be determined by APRO and the Consultant at the outset of the consultancy. A tracking sheet will be used to note progress against the TOR deliverables and deadlines.

Supervisory arrangements:

The M&E consultant will directly report to UNFPA APRO GBV Specialist with overall supervision from GBV Advisor.

Expected travel:

Travel to the Regional Office (Bangkok) and/or UNFPA Country Offices or other venues are expected, with exact dates and duration to be determined based on the need at the time of deployment. Travel expenses will be covered by UNFPA as per Travel policy.

Inputs / services to be provided by UNFPA or implementing partner:

The consultant will use their personal laptop/computer. UNFPA APRO will link the consultant to Country Office Gender/GBV focal points wherever necessary.

Qualifications and Experience:

Education: Master's degree

Knowledge and Experience:

• A minimum of seven years’ experience of working in monitoring, evaluation, and learning
• Experience of working with UNFPA on GBV, Youth SRHR or harmful practices is desirable
• Demonstrable experience of conducting high-quality baseline assessments to develop monitoring, evaluation, and learning frameworks and indicators
• Demonstrable experience of developing a rigorous Theory of Change on gender equality, to identify social and behavioural change on norms
• Demonstrable experience of developing user-friendly monitoring and reporting tools
