Contracts Administrator

Responsibilities

Job Description

  • Provides support in matters including strategy, negotiation, drafting, review, approvals, interpretation, proposal support, order entry, contract administration, and day to day program support (e.g., change requests) for contracts to ensure compliance with US Government Contracts Regulations.
  • Prepares, submits and follows up on teaming agreements, non-disclosure agreements, subcontract task orders, consulting agreements, purchase orders, modifications and other related documents.
  • Develop and nurture relationships with government contacts and suppliers, acting as the primary point of contact.
  • Prepares letters of intent and notices to proceed.
  • Incorporates appropriate flow-down clauses into subcontract agreements to ensure adherence to contract terms.
  • Monitor active contracts and move forward with close-out, extension, or renewal.
  • Provide support for any contract-related issues that may emerge with external parties or internally within the company.
  • Assists with external/internal audits and tracks prime and subcontract budgets.
  • Negotiates terms and conditions with vendors; reviews invoices when necessary.
  • Maintains a centralized contract document management system to include contract portfolio, backlog, and historical award information.
  • Assists proposal teams in analyzing complex customer solicitations/RFPs/RFQs, identifying business risk, and developing risk mitigation plans.

Qualifications

  • 7+ years of work experience in the administration of USG and non-USG contracts working with the FAR/DFAR, CFRs and relevant OMB Circulars, and other regulations.
  • Bachelor’s degree in one of the following disciplines: business, finance, accounting, economics, or contract related field. Additional work experience can be substituted for educational requirement.
  • NCMA certification and completion of contract courses preferred by not required.
  • 5+ years of working knowledge of FAR and DFAR.
  • Ability to understand and interpret Federal procurements and contractual requirements.
  • Experience with cradle to grave contract administrative functions.
  • Ability to work in a fast-paced environment.
  • Demonstrated experience with DBA and SCA compliance and reporting requirements is helpful.
  • Strong analytical, organizational, and problem-solving skills.
  • A team player and ability to work independently.
  • Fluency in English language and exceptional verbal communication and writing skills are required.
  • High level of proficiency in Microsoft Office programs is required.
  • Must possess a valid driver’s license.
  • Ability to travel as required and up to 25%.
  • May be required to undergo a standard background along with verification of education requirements.

Physical Requirements

The physical demands described herein are representative of those which must be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in an office environment. Employees must possess the ability to work in a standard office or conference room setting and use standard office equipment, including a computer.

To visit other company sites, employees must be able to operate a motor vehicle and fly in an aircraft, both of which may require sitting for prolonged periods of time. Employees must possess vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Standing in work areas and walking between work areas will be required. This position requires an employee to occasionally bend, stoop, kneel, crouch, crawl, climb or balance; reach, push, and pull drawers and doors open and closed. The employee must occasionally lift and/or move up to 20 pounds.
