Purpose

To coordinate the implementation of the state testing system for Northampton County Public Schools; direct, evaluate, and revise, on a continuing basis, the division’s testing methods and procedures to provide the information and process structure necessary to develop and maintain the best educational programs for the division; Lead and manage initiatives aimed at enhancing the overall performance and quality of schools within the division; Focus on developing and implementing strategies to improve student achievement, instructional practices, and school operation; Collaborates with school leaders, teachers, and stakeholders to identify areas for growth, set improvement goals, and monitor progress.

Salary: $77,105 - $118,923 (Commensurate with Experience)

Qualifications

  • Must possess a Master’s degree in education, statistics, mathematics, or a related field.
  • Considerable related experience in the field of educational testing administration to include experience in a supervisory capacity.
  • Demonstrated success, preferably at the Division level, in accomplishing tasks related to those listed below.
  • Such alternatives to the above qualifications as the School Board may find appropriate and acceptable.

Performance Responsibilities

  • Effectively communicates the division's philosophy and mission, and interprets the philosophy, goals, and objectives of the instructional program to the School Board and the community at large.
  • Participate in instructional rounds to improve teaching and learning by fostering a collaborative environment where educators, including building level administrators, can observe and reflect on instructional practices.
  • Analyze school accreditation reports and school quality profile indicators to inform instructional decision-making, policy development and intervention.
  • Coordinate and assist in the interpretation of the federal guidelines for the Every Student Succeeds Act (ESSA) to ensure necessary preparations for test administration and proper analysis of test results.
  • Serve a lead role in the development of a balanced assessment system for Northampton County Public Schools in order to accurately assess student mastery of content knowledge and 21st century skills.
  • Assist in the development, implementation, and monitoring of the Comprehensive Needs Assessment and Comprehensive School Improvement Plan, ensuring their effectiveness in promoting achievement and growth.
  • Serve as the Division Director of Testing by developing and administering the division's testing programs. This includes nationally norm-referenced tests, state-required tests , and locally developed criterion-referenced tests, including state growth assessments, WIDA, SOL, VKRP, VALS, VAAP, NWEA, PSAT, SAT, and AP examinations.
  • Develop an annual division-wide schedule for large group testing and collaborate with the departments of school leadership, business and support services, and teaching and learning to coordinate the necessary practical elements. This includes required training, securing test coordinators, and arranging facilities.
  • Serve a lead role in the development of a division wide balanced assessment system to accurately assess student mastery of content knowledge.
  • Interprets and ensures consistent application of policies and procedures relating to the testing function.
  • Develops, implements, and evaluates professional development to support staff with remaining current with national, state, and local accountability measures, assessment best practices and educational trends.
  • Supervises the ordering, distribution, inventory, collection, and scoring of testing materials.
  • Analyzes/interprets testing results to identify strengths and weaknesses in the instructional program; and prepares/presents reports and statistics to the School Board, staff, and various interest groups in an accurate, understandable, and timely manner.
  • Serve as a liaison with the Virginia Department of Education, scoring vendors, other school divisions, departments and schools regarding the implementation of student testing programs and the reporting of results.
  • Development, and implement of a comprehensive student data dashboard that provides accurate, timely, and actionable insights into student progress and other key metrics.
  • Supervise and evaluate assigned staff in the day-to-day operation of the testing function.
  • Maintain security of testing materials and implement policies and practices to prevent potential breaches in security.
  • Coordinate, develop, and prepare training materials for each test administration.
  • Conduct workshops and presentations on the state testing system as well as the analysis and interpretation of assessment data for various stakeholders
  • Respond to inquiries from school administrators and the media about assessment results and testing procedures.
  • Provide technical assistance to school administrators and school staff regarding test administration.
  • Prepare and monitor the program’s budget.
  • Prepare and deliver written and oral presentations to the School Board, instructional staff, and other stakeholders.
  • Lead and Manage CTE assessments and credentialing program within the division ensuring that all CTE programs meet state and federal standards, and that students are equipped with the necessary skills and certifications to succeed in their chosen career paths.
  • Oversee and manage the Virginia Alternate Assessment Program (VVASS).
  • Assume the role of SSWS Administrator, ensuring effective implementation and ongoing management of the School Safety and Wellness System.
  • Collaborate with school administrators, coordinators, and directors to foster continuous improvement within the department and throughout the school division.
  • Stays abreast of the most current research in assessment to evaluate the division’s testing program on a continuing basis and recommend changes as necessary.
  • Ensures compliance with applicable federal, state, and local laws and regulations.
  • Ensures the maintenance of complete and accurate historical files on testing results.
  • Serves on special committees related to testing and assessment services as necessary.
  • Model nondiscriminatory practices in all activities.
  • Perform other tasks and responsibilities as assigned or delegated by the Superintendent.

ESSENTIAL TASKS: LEAD POWERSCHOOL ADMINISTRATOR

  • Set up security access; system settings; and staff, teacher and parent access Handle yearly processes, e.g. set up of new school year, roll over, close out school year, graduate students, create class and bell schedules and coordinate with other staff to complete projects/work orders efficiently
  • Provide assistance in all areas of student information, developing attendance reporting formats, grade reporting, registration and scheduling, discipline reporting, test reporting and enrolling and withdrawing of students into the software system, etc.
  • Work directly with teachers in the use of the electronic gradebook system, including training, program analysis and installation. Establish protocols for data entry and system usage; and document in a user/procedures manual
  • Conduct advanced searches and queries and support special requests from the administration or faculty
  • Collect and complete the required data for the state reports; and prepare all administrative reports and conduct all uploads
  • Assist school counselors with student academic reports, including progress reports, report cards, regular academic progress updates
  • Attend trainings and facilitate training for other school personnel with PowerSchool Train and orient new users and support all users, establishing needs and monitoring usage
  • Ensure accuracy of data and troubleshoot problems with the database, including data validation errors
  • Maximize the value of PowerSchool/Power Teacher software and information Troubleshoot operational and software problems, determine cause of error or stoppage, apply corrective techniques or obtain support from software manufacturers.

KNOWLEDGE, SKILLS AND ABILITIES

For DDOT: A thorough knowledge of ESSA requirements and Virginia’s accountability system as well as the principles, practices and procedures related to research, testing, and assessment; knowledge of summative and formative assessment and the purpose and appropriate use of each assessment type; ability to communicate ideas clearly and concisely, orally and in writing; ability to establish and maintain effective relationships with students, parents, staff and administration; ability to use a variety of software including spreadsheets, word processing, database, presentation software, projection equipment, and statistical packages for data analysis.

For PowerSchool: Managing a student information system that includes the ability to learn scheduling, grades, graduation requirements, and grading calculations.

Physical Requirements

  • Must have the ability to sit and stand for extended periods of time.
  • Exhibit manual dexterity to dial a telephone and to enter data into a computer.
  • See and read a computer screen and printed material with or without vision aids.
  • Hear and understand speech at normal classroom levels, outdoors and on the telephone.
  • Speak in audible tones so that others may understand clearly in normal classrooms, outdoors, and on the telephone.
  • Ability to understand and follow oral and written instructions.
  • Physical agility to lift up to 25 pounds the ability to bend, stoop, sit on the floor, climb stairs, walk and reach overhead.
  • Some teaching specialties (i.e., music, art, physical education, etc.) may require hearing, vision and physical coordination and/or exertion and effort in excess of those listed above.

Terms of Employment

Contract Length – Twelve Months

FLSA Status- Exempt

Salary to be established by the School Board in accordance with the Administrative Salary Scale.

Performance of the job will be evaluated in accordance with provisions of the School Board’s policy on the Evaluationof Administrative Personnel.
