Under the general direction of the Interim Assistant Vice President, the Director of Budget Operations is responsible for managing the day-to-day budget operations. Duties and responsibilities include but are not limited to: analyzing departments and account activity, resolving problems, preparing reports, providing information to support projects for various aspects of the universities annual budget development process, and assisting with overseeing two positions. This position participates in special projects and activities, and performs other duties as assigned.
Responsibilities
Day to day operational oversight:
Addresses requests for and resolves issues with various Finance & Administration divisional VPs, Directors and Budget Managers.
Assists in overseeing the month-end close processes for operating fund budgets and related review for Finance & Administration divisions. Analyzes departments and account activity to ensure transactions are processed and reported correctly.
Reviews, approves and processes requests for budget transfers, and ensures strong internal control on budget transfers.
Troubleshoots and resolves routine to complex system errors for departments
Works collaboratively with Budget team on strategic planning activities of institutional budget proposal
Reviews funding change requests, provides recommendations and prepares reports for funding change requests
Coordinates the entry of baseline budget allocations, adjustments and changes including audits for accuracy.
May assist with other system development related to annual budget development activities
Oversee the maintenance of various budget databases
Manage the creation of the beginning budgets to spreading over 12 months
Assist the AVP with budget proposals and supporting schedules
Participates in preparing data for special projects
Participate in system enhancement activities that impact institutional budget processes
Supports the AVP in development of the HCM project activities
Reconciliations for data clean-up and prepares related reports
Tests new processes as they are developed, identifies issues and makes recommendations for improvements
Assist in designing system reports and troubleshooting issues.
Creates documentation for system changes & new processes
Assist with overseeing two positions, as well as system related responsibilities of the Systems Analyst
Oversees and reviews the work of the Operations Administrator and Budget Analyst and may coordinate projects for the Budget Systems Analyst
Required Qualifications
Bachelor’s Degree in accounting or finance with a minimum of 10 years progressive experience in accounting and budget administration
Working knowledge of budget development, variance analysis, and revenue projections, preferably at an institutional level
Experience in working with diverse constituents in explaining and resolving budget concerns and applying institutional policies
Demonstrated ability to show initiative, exercise sound judgment and make appropriate recommendation
Knowledge of general accounting concepts
Strong attention to detail. Ability to handle detailed, high-volume work within time constraints.
Ability to ensure strong internal control of data accuracy
Ability to analyze financial reports and correspondence
Strong technical knowledge to learn and use enterprise and institutional systems needed for the position, including experience in in running financial reports from enterprise/financial systems, and in troubleshooting database problems.
Demonstrated advanced skills in Excel including pivot tables, lookup tables, working with complex functions and formulas
Computer skills in the use of Microsoft Office Suite applications Ability to use tack and diplomacy and to maintain a high level of confidentiality
Strong analytical and problem solving skills
Demonstrated experience in supervising others and training in fiscal/financial management
