This vacancy is only open to 1) current permanent Parks employees serving in the Administrative Manager civil service title or 2) on leave from the title or 3) permanent employees in or on leave from a comparable title or 4) employees who are reachable on a comparable civil service list.

Major Responsibilities

  • Under general supervision of the Chief of Management Services/Agency Chief Contracting Officer (ACCO), the Director of Employee Benefits in coordination with oversight agencies is responsible for managing, coordinating and processing the various benefits programs available to agency employees including Wellness programs, leaves and separations.
  • Manage employee leave requests such as Family Medical Leave Act (FMLA), Dedicated Sick Leave, Military Leave, and other types of leave for qualifying employees.
  • Coordinate with Human Resources (HR) to ensure accurate administration of employee benefits through payroll.
  • Manage and oversee the end-to-end employee separation process, which includes voluntary resignations, retirements, terminations, and any other form of employee departure.
  • Calculate terminal leave and leave balance payments for employees on V status.
  • Meet with retirees and discuss various options and benefits programs they need to navigate and apply for.
  • Review and process claims process and assist employees who have suffered work related injury or illness.
  • Maintain accurate and confidential records of workers’ compensation claims and related documentation,
  • Coordinate and implement various wellness programs and events for agency employees.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
  • A four-year high school diploma or its educational equivalent and six years of

satisfactory, full-time progressively responsible experience as described in "1"

above, 18 months of which must have been in an administrative, managerial,

executive or supervisory capacity. The supervisory work must have been in the

supervision of staff performing clerical/administrative work of more than

moderate difficulty; or

  • Education and/or experience equivalent to "1", "2" or "3" above. However, all

candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above

the high school level may be substituted for the general clerical/administrative

experience (but not for the administrative, managerial, executive or supervisory

experience described in "1", "2" or "3" above) at a rate of 30 semester credits

from an accredited college for 6 months of experience up to a maximum of 3½

years.

Preferred Skills

  • Experience with managing employee benefits and knowledge of City leave rules and regulations and benefits programs. 2. Excellent organizational, analytical, communication and writing skills. 3. Experience preparing and presenting training. 4. Ability to anticipate and respond to unexpected situations. 5. Ability to handle sensitive and confidential matters. 6. Effective delegation and management skills. 7. Proficiency in Microsoft Office Suite including Word, Excel and PowerPoint. 8. Familiarity with the Payroll Management System (PMS) and New York City Automated Personnel System (NYCAPS).

Residency Requirement

Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency is required within 90 days of hire for all other candidates.
