Position Summary: Oversee and manage the Housing Department to ensure high quality administration of the housing programs, services, and excellent maintenance of our housing properties and complexes. Work closely with the Government Manager and decision makers in other departments to identify, recommend, develop, implement, and support cost-effective housing solutions for all aspects of the organization.
Essential Functions
Provide the overall direction, coordination, evaluation, coaching, and development of staff. This includes interviewing, hiring, orienting, and training employees; planning, assigning, and directing work; providing timely feedback, appraising performance, and providing professional development opportunities; and rewarding and disciplining employees. Proactively address and resolve staff concerns and explore and implement methods and procedures for improving departmental workflow and service to Tribal Citizens.
Provide strategic leadership and consultation to the Tribal Government and Leadership staff in all areas of housing policies, and programs. Establish and implement short- and long-range departmental goals, objectives, policies, and operating procedures in alignment with the Pokagon Band’s Vision, Mission, Expected Outcomes and Strategic Initiatives.
Develop budget for Housing Department, ensure compliance with stated goals, guidelines, and objectives, and develop business case justifications and cost/benefit analyses for spending and initiatives. Work with compliance staff, annual auditors and HUD auditors and prepare written response to audit when necessary.
Develop and implement comprehensive housing and community development plans and programs in conjunction with Tribal Council and membership and in compliance with applicable Federal, State and local legal requirements. Evaluate programs and develop alternative strategies to address and resolve issues and problems.
Work collaboratively with resource development staff on funding sources and grant development.
Work closely with both the Finance Department and Compliance Department to regularly monitor the progress and compliance of current programs, grants, and contracts.
Create and maintain department policies and procedures, as well as monitor their effectiveness and prepare revisions and updates, as needed.
Develop and implement a comprehensive annual Indian Housing Plan (IHP) and complete the Annual Performance Report (APR) within established deadlines, as required by HUD.
Act as a liaison with the Department of Housing and Urban Development, other governmental entities, private lenders, etc.
Function as the contracting officer interfacing with financial institutions, property management agencies, attorneys, accountants, general contractors, consultants, etc. as needed.
Interpret existing and proposed Tribal laws, policies, and procedures as they relate to the department and research changes affecting department programs regarding existing and new legislation; anticipate future legislation and advising the Tribal Council on needed actions.

Position Requirements
Bachelor’s degree in Public or Business Administration or related field required. Degree must be from an accredited institution whose program of study has been recognized by the Council for Higher Education Accreditation or the United States Department of Education.
Four (4) years of experience supervising employees and also managing complex department budgets is required.
Six (6) years of experience in experience managing affordable housing programs, properties, and services, with significant knowledge of HUD regulations and grant administration is required.
Six (6) years of experience in construction management, housing/property planning and maintenance management, housing mortgage and financing is preferred.
Experience managing construction projects in a commercial, military, or governmental organization with Davis Bacon Act Compliance is preferred.
Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures required. Familiarity with construction job site MIOSHA/OSHA standards and safety practices when using commercial grade construction equipment, construction-related chemicals and compounds, and other safety requirements required.
Excellent communication skills and positive delivery of service to both internal and external required.
Proficiency with MS Office Applications required.
Experience working with Native American communities preferred.

Physical Requirements
Work is generally sedentary in nature and will frequently require sitting, however standing and walking will occasionally be necessary. Occasionally required to stoop, kneel, crouch, bend, crawl, and work in confined spaces and on job sites.
Frequently required to use hands and fingers to operate equipment.
Occasionally required to lift and/or move up to 75 pounds.
Work Environment
General office environment. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available. May also work in outdoor construction site environment; exposed to outside weather conditions during all four seasons.
Local travel is necessary, so the ability to travel as needed is required.
