Summary

The Strategic Initiatives Director will manage initiatives aimed to advance the strategic priorities of the County Judge’s Office relating to County financials, organizational culture, operational efficiency, job creation, public safety, and other important County performance measures.

This position will manage and/or advise numerous projects in both an independent and collaborative nature. The ideal candidate has strong research and analytical skills; must be well versed in engaging high-level decision makers, government officials, and constituents; and connecting with key stakeholders in the private sector.

Strong interpersonal, communication, and business skills are required to be successful in this position.

Essential Duties And Responsibilities

  • Researches and analyzes key demographics, financial information, public safety reports, and economic data to assess the status of and identify future trends related to the County Judge’s priorities.
  • Researches and interprets statutes, regulations, and local ordinances that inform and shape local government.
  • Formulates strategy and initiatives to pursue approved strategic goals.
  • Writes business plans for each initiative to include objectives, timelines, and resources.
  • Communicates plan to key stakeholders including County departments as well as public and private entities at all levels to stimulate buy-in and collaboration.
  • Implements approved plans, measures initiative progress, and adjusts projects as needed.
  • Conducts financial, budget, and performance analysis related to the County Judge’s priorities as directed; prepares special reports as requested.
  • Provides departmental analysis and program evaluation in the areas of budget, community and economic development, criminal justice, emergency management, human resources, public health, transportation, planning, human services, facility management, information technology, and legislative issues as requested.
  • Identifies challenges in county government proactively and devises and presents actionable solutions.
  • Builds and maintains relationships with senior leadership and key stakeholders in both the public and private sectors.
  • Leads activities related to stakeholders’ engagement, collaboration, and performance.
  • Performs other related duties as assigned.

Minimum Requirements

TO APPLY , must have a Bachelor's degree or higher.

TO APPLY, must have + Five (5) full-time years of work experience in strategic planning and execution, public relations strategy, and/or public policy advancement.

Must have strong ability to analyze and identify problems, solutions, and project results and to adhere to strict deadlines.

Must have experience with locating, securing, and synthesizing a diversity of information.

Must have sound research skills and the ability to find and extract information from a variety of sources including the internet and telephone conversations.

Must be able to communicate clearly and concisely both orally and in writing and to prepare and arrange a variety of written, statistical, and illustrative materials in an organized required format.

Requires demonstrated knowledge of the principles and practices of planning, project development, bench marking, strategic plan development, administration, budgeting, evaluation, and program implementation.

Must have advanced computer experience to create spreadsheets, databases, publications, graphics, narrative reports, application submissions, and correspondence.

If hired, must provide proof of educational attainment

at New Hire Processing or during the promotional process.

Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past Seven years and may include credit reports, motor vehicle records, employment records and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually.
