We are seeking an experienced Electrical & Instrumentation (E/I) Project Engineer to oversee the technical aspects of project construction, commissioning, and startup. As the E/I Project Engineer, you will lead the planning, organization, and execution of project front-end loading and design engineering. Your responsibilities will include scope development, change control, cost estimation, cost control, and schedule compliance across all assigned projects. Additionally, you will provide crucial electrical and instrumentation support to departments such as maintenance, operations, safety, and reliability.
Key Responsibilities:
Develop and maintain comprehensive project documentation including Project Study Basis (FEL1), Project Study Report (FEL2), Project Design Basis (FEL3), and Authorization for Expenditure, supported by essential documents like Process Specifications, project cost estimates, economic justifications, Project Execution plans, and Project Schedules
Execute detailed designs and oversee material procurement for assigned projects, including plot plans, layouts, 3D models, equipment specifications, engineering packages, and quality assurance
Coordinate project execution with Process Engineering, Operations, Construction, and other teams, contributing to activities such as P&ID development, safety reviews, and construction packages
Monitor and report on project cost, cash flow forecasting, schedule performance, change order management, scope control, contract engineering, and material quality checks
Establish project objectives and performance standards, ensuring compliance with schedule, quality, safety, environmental regulations, customer satisfaction, and legal requirements
Build and lead effective project teams to achieve project goals and objectives
Provide engineering support for corporate and refinery standard specifications, handling variance requests and approvals, and updating engineering specifications as needed
Offer Electrical and Instrumentation expertise to maintenance, operations, and project teams as assigned, with proficiency in electric trace, medium/low voltage power distribution, data communications, and instrumentation and controls design
Undertake additional tasks as required, such as leading or participating in Root Cause investigations and contributing to refinery and corporate teams and committees
Requirements
Qualifications:
Bachelor's degree in Electrical Engineering or related field; Professional Engineer (PE) license preferred
Proven experience in project engineering, construction, and commissioning/startup phases, preferably in industrial settings
Strong proficiency in project management methodologies, cost control, and scheduling tools
Excellent communication skills with the ability to collaborate effectively across diverse teams
Knowledge of regulatory requirements and best practices in electrical and instrumentation design and engineering
