The State Program Admin Manager Senior position will develop and manage a new ERP (Enterprise Resource Planning) Budget and Stakeholder Management program that includes duties such as coordinating the budget and setting rates for agencies related to the ERP systems. This position is needed to manage and coordinate the strategic communication of budget and spend information for effective use and understanding by key stakeholders. Government agencies deal with complex financial processes, including budgeting, procurement, and accounting. An ERP system automates these tasks, ensuring accurate financial data, compliance with regulations, and transparency in financial transactions.

Specific Duties of ERP Coordinator

  • Develops ERP financing recommendations that support stakeholder enhancement requests and system maintenance work and provide overall coordination.
  • Develops an ERP systems billing account budget and determines ERP system billing amounts in consultation with a state agency advisory group.
  • Develops a process that aligns stakeholder enhancement requests with the overall MMB IT strategy developed by the technology governance steering committee and regularly communicates with all stakeholder groups.

Minimum Qualifications

Five (5) years* of professional experience in a position with responsibility for coordinating budget spend, development an Enterprise Resource Planning financing recommendations and determining ERP system billing and process that aligns stakeholder enhancement requests.

  • A Bachelor's degree in Public Administration, Business, or other closely related field as determined by the agency may substitute one (1) year of experience.
  • A Master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

Understanding of the legislative process, and governmental financial systems, i.e., biennial, operating and capital budget processes, federal funding, state aid to local units of governments, etc.

Ability to review budget and billing data and discuss trends. Ability to work across stakeholder groups and steering committee to develop plausible billing options that address requests for ERP enhancement work.

Ability to build collaborative relationships sufficient to build trust between stakeholder groups and MMB’s technology governance committees.

Knowledge of statewide accounting principles, GAAP, and GASB.

Ability to review budget and billing data and discuss trends.

Ability to work across stakeholder groups and steering committee to develop plausible billing options that address requests for ERP enhancement work

Preferred Qualifications

  • Budget and allocation tracking documents and direct Fiscal Services staff to make necessary budget allotment and purchase order changes at the direction of the MMB IT Finance Team (e.g., after a new project is approved).
  • On an annual or biennial schedule, evaluate cost allocation methodologies, including allocation of AC2 code spending to MMB funding sources, and, in consultation with MMB Accounting Services Division-Statewide Accounting Section, statewide cost allocation plan statistics.
  • Work with MNIT @ MMB to develop and build budgets for each fiscal year.
