Project Background

The Workers’ Compensation Systems Modernization (WCSM) project is a multi-year, multi-phase project, that will ultimately impact or influence nearly every part of our organization, employees across the organization will be impacted by the changes this project will bring. There will be significant impacts both internally and externally due to changes to our core workflows and adoption of off the shelf products and services.


Currently, WCSM is in the Pre-Procurement Phase, which is expected to go through August 2024. This phase has been focuses on key activities as listed below.

  • Focusing on several bodies of work.
  • Buying the right technology
  • Proving it meets the needs
  • Defining how L&I will manage existing and new data
  • Defining criteria for how and when to decommissioning existing systems.



Responsibilities

  • Key Responsibilities for the contracted resource for this position includes the following:
  • Makes decisions requiring adjustments to budget or project resources necessary to successfully implement critical project governance processes.
  • Interviews stakeholders, review historical and current project documents.
  • Consults regularly as the lead project director with project sponsors, other managers and staff, other contractor staff, and other agency representatives.
  • Executes and refines approved governance and decision models that have been developed and approved by the leadership team.
  • Participates in the development and/or refinement and subsequent adoption of project management roles that account for the knowledge, skills, and abilities needed for a project of this size and complexity.
  • Leads and collaborates in the development of plans, tools, processes and risk management and mitigation.
  • Supports the Deputy Project Director, executive sponsors and project leadership in developing and successfully implementing a framework for project (success) metrics.
  • Requires collaboration with staff, other vendors and stakeholders may include, but is not limited to budgeting, vendor management, identifying resource needs, meetings with sponsors, facilitation of meetings, leading team in decision making in accordance with the governance and decision model, and ensuring project objectives are met.
  • The WCSM Project Director will abide by relevant organization-wide policies and procedures.


In tandem with WCSM Deputy Project Director, this position will also be responsible for the following:

• Manages interdependencies across multiple sub-projects.

• Works with project and business sponsors as well as stakeholders to define project scope, schedule, budget, outcomes, etc.

• Translates the business strategy into action plans and managing the strategic elements of the business case/feasibility study.

• Facilitates business and technical requirements development.

• Ensures that business performance is aligned with the project outcomes (i.e., benefits realization).


Qualifications


Minimum Mandatory

  • Previous experience in Unemployment or Workers Compensation Programs is a must have.
  • Ten (10) or more years of experience successfully leading and managing business/program operations, fiscal and/or IT programs and project management including state programs.
  • Ten (10) or more years of experience successfully planning and leading large scale multi-year high-risk projects, which specifically involved business transformation and IT components, such as replacing legacy systems with modern/cloud-based applications
  • Ten (10) or more years of experience in demonstrated effective management of interpersonal relations to build strong, trusting relationships with the project team, steering committees, and other stakeholders.
  • Ten (10) or more years providing strong strategic planning and leadership skills, and demonstrated experience conveying complex subject matter with internal and external stakeholders with varying degrees of knowledge about technology and business operations.


Highly Desirable

  • In-depth understanding of the applied principles and practices of project management, and System/Software Development Lifecycle (SDLC) management, as well as data migration and conversion practices.
  • Held a lead project role (i.e., product owner, project director, project deputy director, chief information officer, chief technology officer, etc.) on at least two (2) enterprise modernization projects over the last fifteen (15) years demonstrating experience executing and leading large-scale, multi-million dollar business system modernization efforts and/or IT system replacement projects and working in an environment of high project scrutiny and oversight.
  • Demonstrated expertise using a proven approach for assessing current state of governance and maintaining adherence to governance models.
  • Demonstrated expertise using a proven organizational management approach to develop project structures and identify required expertise and capacity to successfully deliver an enterprise modernization project.
  • Demonstrated expertise in supporting effective change management and sustaining alignment with process updates, capability enhancements and new skills that support project management.
  • Demonstrated experience managing customer-centric digital transformation projects associated with industrial insurance/workers’ compensation software products and enabling technologies.
  • Demonstrated ten (10) or more years of experience successfully leading and managing business/program operations, fiscal and/or IT programs and project management including state programs.
  • Have a current PMP certification (from Project Management Institute) in good standing.
