Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

The Performance Assurance Manager will focus on day-to-day operations of Security and Emergency Services (SES) Senior Directorate associated with performance testing, assessments, and issues management activities, and reports issues, challenges, and actions to the Program Planning & Assurance Senior Manager, as well as the SES Senior Director, and NFO as appropriate.

Key Responsibilities

  • Identify staffing requirements and work distribution for the Performance Assessment Department. Responsible for identifying the Program Planning Director’s expectations and training the staff to that level. Rates and counsels’ staff. Maintains staff by recruiting, selecting, orienting, and training employees; maintaining a safe, secure, and legal work environment; developing growth opportunities.
  • Prepare and conduct integrated performance test exercises as required by Department of Energy (DOE) guidance to assess Protective Force readiness and electronic security systems in support of NNSA/NFO missions and requirements.
  • Prepare and conducts emergency management site-level and facility-level operations based and discussion-based exercises to support DOE, National Nuclear Security Administration.
  • Review integrate EMETL assessment results into the vulnerability assessment process to augment ongoing efforts to identify and correct weaknesses in Protective Force performance.
  • Oversee all aspects of planning, coordination, scheduling, and conduct for performance tests. Evaluates the effectiveness of specific plans to address threats. Evaluates the effectiveness of training and supervision programs to prepare and manage Protective Force personnel in the performance of specified tasks.
  • Establish program guidance in compliance with federal and other applicable directives. Recommends changes to existing documents to improve processes based on results from performance tests.
  • Recommend corrective actions with affected functional managers, as required, to ensure actions address root causes and provide lasting fixes to identified issues.
  • Act as the Performance Assurance Program (PAP) Committee Chairperson to manage and implement the NFO PAP. Maintain and coordinate updates to the NNSS PAP Plan and Charter as agreed upon by committee members in accordance with the decision-making process.
  • Responsible for the Security Performance and Emergency Management Readiness Assurance programs for the Security and Emergency Services Senior Directorate.
  • Accomplish financial objectives by forecasting requirements; preparing an annual budget for direct and indirect work; scheduling expenditures; analyzing variances; initiating corrective actions.
  • Create an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.
  • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in the Performance Testing Working Group (PTWG) and Emergency Management Issues Special Interest Group (EMI SIG).
  • Perform other duties as assigned.


Qualifications

  • Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
  • Prefer high-level organizational, business planning and record-keeping skills.
  • High-level verbal and written communication skills; proficiency with Microsoft Office suites, including Excel and similar programs.
  • Critical thinking and problem-solving.
  • Prior Protective Force performance testing, DOE Emergency Management Readiness Assurance/Exercise experience required.
  • Experience managing personnel preferred.
  • Project management experience preferred but not required.
  • The primary work location will be the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.


MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $121,326.40 - $194,126.40.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
