Summary

This position is a direct report to the Lead Consultant for Health Information Management and is the primary advisor on all aspects of health information management (HIM) and related policy, both paper-based and electronic. The Office of LCHIM creates strategy, policy and consensus that bring HIM activities together in a single strategy to improve HIM services for both the patients served and the staff members that work for the IHS.

Duties

  • Serves as an IHS national consultant on HIM operations, policy, and practice standardization. Supports, plans, organizes, implements and evaluates the national HIM program in determining the nature and scope of the program, operational policies and regulations.
  • Drafts, develops and promulgates standard operating procedures (SOP) to be used across the IHS for HIM responsibilities. This includes release of information, patient and parental consent, document management, and other processes that have significant impact on information accuracy, privacy, and access and guidance for assessing effectiveness of and adherence to policy, and periodic review and practice improvement.
  • Prepares briefing papers, presentations, or other documents concerning activities, progress, goals, accomplishments, or risks in areas of responsibility to inform Senior Staff, IHS Area leadership, Tribes and Urban Indian Organizations, or other agencies.
  • Evaluates and makes recommendations to support implementation and modification of planned or proposed software changes or administrative policies.
  • Ensures systems are appropriate for the legal and ethical collection, storage, use and transmission of quality data to support the healthcare services programs of the IHS.
  • Consults on processes and best practices for configuration of systems that support reciprocal exchange of clinical information among IHS facilities and between IHS health facilities and third parties, including purchased and referred care (PRC) providers, payers, and other data sharing partners.
  • Provides professional and technical advice, guidance, and training to clinical healthcare staff and other professional personnel performing HIM functions.
  • Reviews and updates, in collaboration with appropriate SME, and various IHS Forms that are approved for use in support of patient care as needed.
  • Reviews and updates, in collaboration with appropriate SME, those subsets of the IHS Standard Code Book that are within the purview of HIM, and to Clinic, Service Category, Provider, and others as needed.
  • Collaborates with the IHS Office of Resource Access and Partnerships (ORAP) and other organizational units to devise and promulgate policy guidance to agency HIM staff in support of the IHS Third Party Revenue Accounts Management and Internal Controls policy.
  • Provides guidance, in collaboration with appropriate clinical SMEs and HIM leadership in the field for clinical documentation templates, titles, standardization, and best practices.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Minimum Qualifications

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks, examples include:

  • Planning, developing, and directing a medical program for a health care facility that meets both institutional goals and standards of accrediting agencies.
  • Evaluating and analyzing the organization and operation of medical records services, including medical records and indexes, and recommending and/or implementing appropriate revisions and modifications.

SELECTIVE PLACEMENT FACTOR - In Addition To The Specialized Experience Stated Above, Applicants Must Also Have Successfully Completed And Acquired The Following Certification(s) To MRA Positions In The GS-0669 Series In Must Meet One Of The Following

  • HIM Certification through AHIMA- Higher-level health information management certification is limited to certification obtained through AHIMA. To be acceptable for qualifications, the specific certification must represent a comprehensive competency in the occupation. Certification titles may change and certifications that meet the definition of HIM certification may be added/removed by the above certifying body; however, current HIM certifications include Registered Health Information Administrator (RHIA) and Registered Health Information Technician (RHIT). OR,
  • Health Data Analyst Certification through AHIMA. OR,
  • Certification or License in either an administrative or clinical health care field which may include Nursing, Medicine, Lab, Radiology, Pharmacy or other related health care fields.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.
