Responsibilities

The FAA’s System Engineering and Technical Innovative Solutions (SETIS) portfolio will provide a broad range of Research, Service Analysis, Strategic Planning, Systems Engineering (SE), technical, financial, and programmatic support services that will enable the FAA to accomplish its National Airspace System (NAS), Mission Support and other aviation-related objectives .

This Exciting And Diverse Work Includes Technical, Financial, And Programmatic Support Services, And Other Aviation-related Support Services That Fall Within The FAA’s Acquisition Management System (AMS) Lifecycle Management Policy Activities, Including But Not Limited To:

  • Systems engineering and integration,
  • Investment and business case analysis,
  • System acquisition program planning and management,
  • System development and implementation planning and management,
  • System Life Extension Program/Technical Refresh planning,
  • Program and contract management,
  • Forecasting and business/financial/information management

In addition, the candidate will be involved in Aviation, Innovation, and New Entrants related activities that fall outside the AMS Lifecycle Management Policy. This includes, but is not limited to research, analysis, and assessment supporting the development of systems, standards, policies, published rules, and procedures .

Responsibilities:

  • Conducts quantitative analysis using operations research tools, economics, and other quantitative techniques in the areas of procedural implementations and performance issues and cr eates analysis procedures.
  • Assists in the definition of machine learning and data mining strategies.
  • Creates, deploys, maintains and refines decision management models.
  • Specialist in modeling and simulation functions or operations such as, but not limited to exercises, plans, coordination, demonstrations, and instruction in the fields such as, but not limited to health, environmental, transportation, law enforcement, and security for military and civilian agencies.
  • Evaluate cost and benefit analyses for Product Teams.
  • Consolidate and create appropriate rollups of funding requests for F&E and OPS funds.
  • Track Product Team budgets to identify risk areas.
  • Conduct trade-off analyses among cost, schedule, performance, and benefits.
  • Monitor technical performance measures and other system and service metrics for the critical and essential services.
  • Perform economic analysis, benefits analysis, and business case analysis in support of decision points

Required Qualifications

  • Knowledge of processes, methods, and techniques utilized to analyze and evaluate operations and business cases including:
  • NAS operations including capacity , flight analysis , aircraft operati ons
  • Portfolio analysis and investment prioritization
  • Acquisition processes and business case analysis including shor tfalls, benefits estimation , tradeoffs and alternatives analysis as well as decision milestone products
  • Economic analysis to include cost and schedule , funding and affordability
  • Program r isks to achieving desired outcomes

Educational And Experience Requirements:

Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.

Level 6:

  • 0-2 years of relevant experience and a Bachelor's Degree in Physical Sciences (e.g., mathematics, physics, meteorology, chemistry, etc.), operations research, economics, computer science, engineering, business, information systems, information technology, management science, or degree in related field . Depending on additional education or experience, progressive levels of skill will be considered in determining job series.
  • Master's Degree in related field may be substituted for bachelor’s degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
  • Compensation: $56,000 - $98,000

Level 5:

  • 2-6 years of relevant experience and a Bachelor's Degree in Physical Sciences (e.g., mathematics, physics, meteorology, chemistry, etc.), operations research, economics, computer science, engineering, business, information systems, information technology, management science, or degree in related field . Depending on additional education or experience, progressive levels of skill will be considered in determining job series.
  • Master's Degree in related field may be substituted for bachelor’s degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
  • Compensation: $56,000 - $130,400

Level 4

  • 6-10 years of relevant experience and a Bachelor's Degree in Physical Sciences (e.g., mathematics, physics, meteorology, chemistry, etc.), operations research, economics, computer science, engineering, business, information systems, information technology, management science, or degree in related field . Depending on additional education or experience, progressive levels of skill will be considered in determining job series.
  • Master's Degree in related field may be substituted for bachelor’s degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
  • Compensation: $90,300 - $190,900

Level 3:

  • 10-15 years of relevant experience and a Bachelor's Degree in Physical Scien ces (e.g., mathematics, physics, meteorology, chemistry, etc.), operations research, economics, computer science, engineering, business, information systems, information technology, management science, or degree in related fi eld . Depending on additio nal education or experience, progressive levels of skill will be considered in determin ing job series.
  • Master's Degree in related field may be substituted for bachelor’s degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
  • Compensation: $109,100 - $231,000

Level 2:

  • 15-20 years of relevant experience and a Bachelor's Degree in Physical Sciences (e.g., mathematics, physics, meteorology, chemistry, etc.), operations research, economics, computer science, engineering, business, information systems, information technology, management science, or degree in related field . Depending on additional education or experience, progressive levels of skill will be considered in determining job series.
  • Master's Degree in related field may be substituted for bachelor’s degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
  • Compensation: $132,000 - $231,000

Level 1:

  • 20+ years of relevant experience and a Bachelor's Degree in Physical Sciences (e.g., mathematics, physics, meteorology, chemistry, etc.), operations research, economics, computer science, engineering, business, information systems, information technology, management science, or degree in related field . Depending on additional education or experience, progressive levels of skill will be considered in determining job series.
  • Master's Degree in related field may be substituted for bachelor’s degree and 3 years’ experience.
  • PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
  • Compensation: $132,000 - $231,000
  • Work Posture is customer driven and subject to change***

Desired Qualifications

  • Ability to effectively initiate action, collaborate with others, and drive action items to resolution.
  • Proficiency in developing and presenting, both verbally and in writing, technical information and presentations to non-technical audiences
  • Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.
  • Ability to work both independently and as part of a team; Proactive, solution - oriented , with e xceptional time management skills.
  • F AA experience highly desired .

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $56,000.00 - USD $98,000.00 /Yr.
