Program Analyst (Project Manager)

**Position Description**

The Tactical Air Range Integration Facility (TARIF) System Support Activity (SSA) provides lifecycle sustainment support for every service in the DoD that requires air combat training for its pilots. TARIF provides a suite of software products to provide display and debrief of the training environment as well as performing integration work to make more capabilities available in that environment. TARIF also provides key support to leverage new technology to bring advanced Live Virtual Constructive (LVC) concepts to reality in the training environment. This position is in support of those efforts.

The TARIF Software (SW) Project Manager (PM) is responsible for a portfolio of projects funded by several different sources across the DoD acquisition community. The incumbent is expected to perform project management functions on their assigned projects and report the status of those projects up to the TARIF leadership team. This position works in tandem with the TARIF Software Development and Test Lead to ensure that the project is managed from both an administrative and technical perspective ensuring sound project management, systems engineering, engineering design, and software development lifecycle processes are followed. The incumbent is also expected to manage and lead a team in execution of their assigned projects to include defining the project scope, requirements, and deliverables; performing schedule estimation; performing cost estimation; and tailoring a project plan to incorporate SW-focused engineering design process and cybersecurity methodologies. The incumbent is also expected to perform some systems analysis functions in order to be able to provide SW-focused project management. They will help lead a technical team to conduct feasibility studies and trade-off analyses; prepare business cases for possible SW solutions when requested; and assist in planning systems implementation and sustainment. The incumbent is also expected to provide Technical POC support for the TARIF Contracting Officer Representative (COR) team to provide technical oversight for projects being executed on TARIF’s contract vehicle. Lastly, this position is expected to work with the TARIF IPT Lead and TARIF Operations Manager to establish and maintain a robust, modern, fundamentally sound project management program within the TARIF SSA. Other more defined responsibilities are listed below.

The incumbent is an Intermediate level program analyst. This would include a qualifying bachelor’s degree or a Project Management Professional (PMP) certification. If the incumbent has graduated from NAWCWD’s Project Management 101 course, they must complete the education or the certification requirement within 1 year of being in this position. The incumbent must maintain the certification while being in this position.

Responsibilities

  • Identifies customers’ project management requirements.
  • Analyzes software project management requirements or environment.
  • Identifies project documentation requirements and procedures.
  • Leads team in designing and/or conducting analytical studies, cost-benefit analyses, or other research.
  • Leads configuration control efforts for the project to include interfacing with the Configuration Data Managers (CDMs) and helping manage the change process for assigned projects.
  • Facilitates phase, milestone, and final project reviews.
  • Assists the TARIF IPT Lead with business planning for the future.
  • Develops and implements product/service release plan to include training curriculum and supporting documentation.

Specialized Skills

  • Experience with Microsoft Project.
  • Experience in schedule estimation and cost estimation.
  • Experience with managing cost, schedule, and performance to plan.
  • Understanding of basic engineering concepts and how they pair effectively with project management.
  • Understanding of basic systems engineering and configuration management concepts including an understanding of the Systems Engineering Technical Review (SETR) Process
  • Skilled in written and verbal communication
  • Ability to successfully collaborate with others and work in a teaming environment
