With a 100-year heritage of helping others, United Way of the Midlands (UWM) has evolved to meet the ever-changing needs in our community. We invest in more than 100 local nonprofit agencies and provide direct services, such as 211 and JAG Nebraska, to address social and economic disparities and meet community members’ essential needs. As needs have continually evolved over the years, we have focused resources and expanded the network of organizations we support – while also mobilizing people and resources in times of economic crisis, health emergencies, and natural disasters.

211 is a comprehensive information and referral service that connects individuals and families to essential health and human services. The Program Manager, NE/IA 211 Helpline will be instrumental in ensuring the successful implementation and management of both existing and future programs within the region. The Program Manager, NE/IA 211 Helpline will oversee all current programs and spearhead the development of new initiatives. This role involves strategic planning, program management, staff supervision, and community engagement to ensure the effective delivery of services and continuous improvement of programs.

Duties and Responsibilities:

  • Program Management:
    • Oversee the implementation, management, and evaluation of all existing 211 programs in Nebraska and Iowa.
    • Develop and launch new programs in response to community needs and organizational goals.
    • Ensure programs meet established standards and comply with regulatory requirements.
    • Prepare and manage program budgets, ensuring effective allocation and utilization of resources.
  • Staff Supervision and Development:
    • Lead, mentor, and support the 211 program staff, fostering a collaborative and productive work environment.
    • Conduct regular performance evaluations and provide professional development opportunities.
    • Ensure staff are trained and equipped to deliver high-quality services.
  • Strategic Planning and Development:
    • Contribute to the development and execution of the organization’s strategic plan, with a focus on program growth and sustainability.
    • Identify and respond to emerging trends and community needs.
    • Develop innovative strategies to enhance program effectiveness and efficiency.
  • Community Engagement and Partnerships:
    • Build and maintain relationships with community organizations, government agencies, and other stakeholders.
    • Represent the 211 programs at community events, meetings, and conferences.
    • Collaborate with partners to address service gaps and enhance program offerings.
  • Quality Assurance and Improvement:
    • Monitor and evaluate program performance using data and feedback.
    • Implement continuous improvement processes to enhance service delivery.
    • Ensure accurate and timely reporting of program activities and outcomes.
  • Funding and Resource Development:
    • Identify and pursue funding opportunities, including grants and partnerships, to support program initiatives.
    • Prepare grant applications and manage funding agreements.
    • Ensure compliance with funding requirements and timely reporting.
Required Skills and Abilities:

  • Experience with 211 or similar information and referral services.
  • Familiarity with CRM systems and data management tools.
  • Strong leadership and supervisory skills with experience managing diverse teams.
  • Excellent communication, presentation, and interpersonal skills.
  • Demonstrated ability to develop and implement strategic plans and innovative solutions.
  • Proficient in data analysis and performance measurement.
  • Knowledge of community resources and the social services sector.
  • Ability to build and maintain effective partnerships and relationships.
  • Strong organizational and time management skills.
  • Ability to relate effectively to a wide range of people from all economic, racial, age, ethnic, religious, social groups, etc.
  • Ability to adapt to changing situations while maintaining a high standard of quality and professionalism.
  • High level of professionalism, confidentiality, and capacity to work independently
  • High level of written and verbal communication skills with attention to detail and organization
  • Demonstrate proficiency in using call center software, computer hardware, and telephone equipment
  • Ability to work alternative schedules and demonstrate flexibility in times of disaster
  • Engage in and maintain knowledge of UWM programs and strategies


Education and/or Experience:

  • Bachelor’s degree (required) in Social Work, Human Services, Public Administration, or a related field (Master’s preferred).
  • Minimum of 5 years of experience in program management, preferably in a nonprofit or community service setting.
  • CRS certification as an Information and Referral Specialist, or eligibility for certification, with completion within 12 months of hire.
  • Supervisory experience of two years preferred.


Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Regularly reach with hands and arms and talk or hear.
  • Occasionally required to walk; climb or balance and stoop, kneel, crouch, or crawl.
  • Must occasionally lift and/or move up to 10 pounds.

  • The noise level in the work environment is usually moderate.
