Position Summary

The Senior Director of Real Estate Development is responsible for all affordable real estate matters of (CCH). This role leads a small, dedicated team that oversees all aspects of affordable real estate development: site acquisition, land use, and zoning analysis; financial feasibility, and closing; construction administration; and permanent conversion. Extensive experience with affordable and/or supportive housing development including low-income housing tax credits (LIHTC), tax exempt bonds, state/federal capital programs, and mixed-financed deals is essential. The Senior Director will report to and work closely with the Chief Executive Officer. Senior Director will staff and lead Real Estate Board committee and responsible for maintaining and updating CCH’s development investment criteria.

Key Responsibilities

  • Manage and lead the real estate development process including financing, closing, construction administration, and placement into service.
  • Work collaboratively with internal departments to gain input on real estate development strategy and create projects that reflect the community needs, organization’s expertise, and organization’s risk tolerance.
  • Locate and secure viable development sites, often through option agreement or joint venture.
  • Obtain capital from a variety of public and private sources including municipal, state, federal, and tax credit opportunities, often through competitive RFP processes, for the development of affordable and supportive housing, including new construction and rehab.
  • Leverage CCH’s long-standing partnerships
  • Complete financial analysis of all prospective projects to determine funding strategy, and highest and best use.
  • Supervise preparation of proformas and other projections to create financially viable construction and permanent operating budgets.
  • Oversees the daily workflow of the department.
  • Supervise team of Real Estate Development Project Managers.
  • Supervise and work collaboratively with a team of lenders, attorneys, architects, engineers, contractors, and consultants.
  • Work with local and regional elected officials and boards to advise strategy.
  • Participate in organizational strategic planning and other leadership management processes.
  • Ensure legal and regulatory compliance regarding all development functions.
  • Perform other duties as assigned.

Qualifications And Requirements

  • Ability to engage in continued conversations about justice, equity, diversity, and inclusion, with an equity focus, and to apply those conversations to daily work.
  • Extensive experience (10 years+) in the affordable real estate development field including a demonstrated track record of leading all aspects of the real estate development process.
  • Minimum of 5 years supervisory experience of real estate development staff.
  • Bachelor’s degree in a related field and work experience and/or graduate level coursework
  • Occasional travel (regional and national) as required to fulfill primary job responsibilities and duties.
  • Passion for CCH’s mission to provide quality affordable housing to seniors and families.
  • Demonstrated experience with public and private affordable housing funding resources and subsidy programs, including the low-income housing tax credit program, tax exempted bonds, and syndication process; ability to creatively combine financing tools to leverage housing funds.
  • Strong real estate development experience including local government procedures to secure entitlements and all necessary permits.
  • Ability to work effectively with various community groups (including CCH residents, government and private lenders, business community members, and surrounding neighbors of proposed developments) to listen and respond to community concerns.
  • Proven track record of success facilitating progressive organizational change and development within a growing organization.
  • Excellent verbal and written skills and the ability to present information effectively.
  • Excellent interpersonal and conflict resolution skills.
  • Excellent organizational skills and attention to detail.
  • Excellent supervisory and leadership skills.
  • Knowledge of and experience with Microsoft Office Suite and proficiency in sophisticated financial analysis using Excel and with word processing software such as Microsoft Word.
  • Advanced analytical and problem-solving skills.
  • Ability to develop long-term plans and programs and to evaluate work accomplishments.
  • CCH conducts background checks on all candidates who have received a conditional job offer. Satisfactory completion of background check is a requirement of employment with CCH.
  • A valid driver license, reliable personal vehicle, personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies are essential job requirements.

Reporting + Organizational Relationships

This position will report directly to the President and CEO of CCH and supervises the day-to-day activities and staff of one or more functional areas and performs related work as required.

Compensation & Classification

CCH is committed to paying competitive wages. The salary range for this position is $147,500 - $246,500. Based on CCH’s compensation philosophy, the majority of new hires are brought in at the minimum of the salary range. CCH has a competitive benefits package with health, dental, vision, and life insurance. CCH provides an 8% of salary employer contribution for retirement either into a 403(b) or pension plan. This is a full-time, exempt position. This is a hybrid position, based at the CCH Central Office - Walnut Creek.

Physical Demands

The ideal candidate must be able to complete all physical requirements of the job with or without a reasonable accommodation. Generally minimal physical exertion is required. Prolonged periods of sitting at a desk and working on a computer. Occasional lifting of heavy boxes and presentation materials occurs. Must be able to lift 15 pounds at times. Ability to access and navigate properties, construction sites, and the organization’s various office locations. Occasional travel (10-15%) required.
