Summary

The Sr Program Director, Projects Development provides leadership for the transmission program portfolio developed by the NYPA Development Business Unit. Develops strategy and coordinated approaches with the Project Delivery Business Unit for implementation solutions as well as integration to drive a consistent approach. Consistent collaboration with internal and external stakeholders. Serves as the Project Sponsor throughout the life cycle as they transition from Business Development to Project Delivery to Operations. Resourcing decisions will be made at this level to meet future work needs, ensuring the resource pool receives appropriate attention, and is allocated appropriately across all projects in support of NYPA’s VISION2030.


Responsibilities

  • Ensure projects and programs within the portfolio are managed in compliance with appropriate business case objectives by NYPA internal stakeholders and external participants as required.
  • Responsible for adherence to and dissemination of key information as it relates to project governance and ensures appropriate governance procedures are followed on all projects.
  • Responsible for adherence to and dissemination of project development implementation plans to all project stakeholders and monitors project life cycle compliance with business development objectives.
  • Develop presentations for the Board of Trustees, Finance Committee, Investment Committee and other entities within NYPA that would require presentations as it concerns new Projects within the Development Team.
  • Identify, assess, determine risk and risk mitigation strategies, and escalate at the program/portfolio level in alignment with the Asset Management Risk Framework.
  • Coordinate and collaborate to compile a realistic and strategic ten-year plan of work for the portfolio that incorporates Asset Management Strategy, constraints of the program(s), and estimates of cost and resource requirements for each undertaking.
  • Respond to ad-hoc support requests within the Development Team.

Knowledge, Skills And Abilities

  • Ability to assemble and lead a diverse team of administrative, technical and construction resources to accomplish program objectives in a matrixed or functional organizational structure.
  • Ability to assess external business relationships and integrate teams to support project execution.
  • Excellent understanding of current project management, project controls, construction management, and project financing best practices.
  • Ability to properly monitor project costs and schedule to align with project objectives
  • Ability to interpret organizational and asset management objectives into a scope of work that accomplishes strategic objectives and be able to efficiently adjust plans to meet critical shifts to overall strategy.
  • Demonstrated ability to mediate program issues internally and externally.
  • Substantial knowledge of relevant technical engineering disciplines.
  • Strong program/portfolio management skills.
  • Strong grasp of contract management and administration.
  • Ability to influence decision-makers across departments, to work towards a common goal and resolve all issues in a way that benefits the organization and its objectives.

Education, Experience and Certifications

  • Bachelor’s degree in Engineering required; Electrical, Mechanical, or Civil preferred.
  • Advanced Degree preferred.
  • Minimum of 8 years’ experience in transmission, project management, construction management and/or Power Generation.
  • Minimum 3 years of experience managing employees / leading a team
  • Experience managing scope, schedule, and cost for annual portfolio Major Transmission Projects
  • New York Professional Engineering license preferred.

Preferred certifications:

  • Project Management Professional (PMP).
  • Design Build Institute of America.

Physical Requirements

  • Approximately 25% travel primarily in NY State.
  • Ability to physically access all areas of a facility.


The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is: $169,010.00 - $210,000.00. The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
