Senior Program Manager, Human Capital Consultant

Performance Excellence Partners, LLC (PEP) is seeking a full-time Senior Program Manager, Human Capital Consultant to lead the design, development, deployment, and administration of DEIA (Diversity, Equity, Inclusion & Accessibility) assessment and pulse surveys aimed at measuring employee experiences and perceptions within a federal government agency. As well, advise federal agency leaders and stakeholders in organizational culture transformation efforts to support DEIA strategy implementation; provide consulting support accordingly. The Senior PM will be responsible for all work performed under this contract, the day-to-day operations and provide senior-level management support for this agency’s program. This position will serve as single point of contact for the Program Office and will manage and control all financial and administrative aspects of the contract requirements. This role requires a seasoned professional with a background in Industrial/Organizational psychology, human capital, or similar, and extensive project management, change management, data analytics, and DEIA experience within large-scale organizations and in the federal government environment.

  • Provide project management and coordination services throughout the engagement to control quality, manage risks and communications, ensure that contracted tasks stay on track and important milestones are met
  • Prepare and maintain a Project Plan and Schedule that lays out all significant activities, checkpoints, and dependencies for required timelines/milestones; manage the overall project timeline and deployment schedules, monitor progress, and track/report project milestones; initiate corrective action where necessary
  • Maintain communication and facilitate collaboration with program office regarding project deliverables status, direction, status and schedule; provide weekly updates and monthly reports
  • Oversee and control the quality of all deliverables; ensure deliverables are aligned across the projects and programs
  • Assist in planning and coordinating various activities for projects and ensure compliance with all task procedures and policies
  • Ensure all roles and responsibilities are clearly assigned and Contractor staff meet the minimal requirement as described in this SOW
  • Ensure communication with customers and stakeholders are conveyed in writing and/or orally where appropriate
  • Provide senior level management support, advice, counseling, and program development as needed
  • Provide subject matter expertise in the areas of DEIA, Industrial/Organizational psychology, survey development and administration, human capital strategy, as well as employee and stakeholder engagement, training, communications, and data analytics
  • Support Business Development team by providing human capital expertise and input

Qualifications

  • Master's or PhD degree in Organizational Psychology, I/O Psychology, Human Resources, or related field
  • At least 10 years of experience in contract or program management and experience developing and managing human capital projects with a focus in organizational culture transformation or change management
  • Experience developing and/or executing DEIA initiatives
  • Experience in managing large-scale assessment and/or pulse surveys or similar
  • Experience using survey technologies/solutions/platforms/services, etc
  • Experience working as a federal contractor, preferred
  • Previous work experience at TSA, or other DHS components, preferred
  • Currently holds, or able to obtain and maintain, DHS Fitness Determination
  • Demonstrated ability to work on high-visibility and mission critical projects
  • Strong project management skills with the ability to coordinate cross-functional teams
  • Strong oral and written communication skills related to HR program areas
  • Excellent interpersonal, communication, and stakeholder management skills
  • Possess strong analytical thinking
  • Ability to travel periodically
  • Advanced proficiency in Microsoft 365 Suite, Excel and Power BI
