JOB TITLE: SQL DBA


LOCATION: Fort Detrick, Frederick, MD


Position Overview:

The individual will provide Database Administration support to develop and sustain Information Management Systems. These systems enable administrative and research functions and are crucial in the production of quality research products; such systems are referred to as the IT Portfolio. The IT Portfolio is a combination of government developed, Commercial-Off-the-Shelf (COTS), and Government-Off-the Shelf (GOTS) Database Management Systems.


The IT Portfolio consists of FileMaker Databases, SQL Server Databases, Oracle Databases, ColdFusion and ASP.NET web-based applications, and SharePoint systems. The IT Portfolio is dynamic; meaning that systems may be added or deleted throughout the year. Due to the dynamic nature of its IT Portfolio, the application development efforts will focus on transitioning from client/server software development (E.g., FileMaker) to a more web-centric software development environment (E.g., ASP.NET) that is compatible with Microsoft Business Intelligence and Microsoft Business Analytics.


Job Duties:

  • Provide database administration support for Microsoft SQL Server, and Oracle Databases.
  • Shall provide application administration support for SharePoint document management system.
  • Installs and sustains of databases defined in the USAMRIID IT portfolio. The DBA must ensure a 99.9% or higher Average Database
  • The DBA is responsible for database compliance, to include Security Technical Implementation Guides (STIGs).
  • Supports the development and sustainment of Oracle, and MS SQL Server databases, including database design, performance tuning, database backup, database restore, and database replication, and develop plans and procedures to support those activities.
  • Plans and leads migrations from existing application versions to latest application versions including configuration. Supports USAMRIID Chief Technology Officer (CTO) to acquire and maintain licenses for database-related software.
  • Supports software developers with requirements analysis, query optimization and table normalization as required.
  • Supports software developers with the database back-end component of intranet and internet web database applications. Tests database performance and functionality in response to required upgrades to operating systems and web browsers.
  • Supports software developers as needed with design and sustainment of database objects, to include tables, stored procedures, triggers, queries/views, functions, and scheduled jobs. Manages account-level permissions for database objects.
  • Maintains Interface Control Document (ICD). The ICD provides the technical specifications of data that is shared between systems in the USAMRIID IT portfolio. ICDs shall be managed at the field level, mapping individual field usage between specific systems.
  • Produce Quarterly Database Health Report (QDHR). The QDHR is a quarterly document that provides evidence of the health and performance of the databases in the IT portfolio. The QDHR includes:

-Avg. Database Availability Time: The average time a database service is running between two unplanned downtime windows. (Planned downtime can be excluded here.)

-Avg. Database Uptime: The percentage of time that the database was available. (Planned downtime during business hours is included in this calculation.Planned downtime during off hours can be excluded here.)

-Avg. Daily Workload/Person: Average daily DBA service requests fulfilled per DBA.

  • Provides DBA sustainment support to existing database management systems included in the USAMRIID IT Portfolio. The IT Portfolio consists for 83 FileMaker Databases, 25 SQL Server Databases, 4 Oracle Databases, 3 ColdFusion and ASP.NET web-based applications, and various SharePoint department level systems. The IT Portfolio is dynamic; meaning that systems may be added or deleted throughout the year. Historically, number of systems should be within 5% of the counts described below.
  • Provide DBA support to databases generated by SharePoint environment, currently there are 2 SharePoint farms, with each consisting of 20 databases.


Job Requirements:

Essential skills

  • Expertise with SQL and Oracle
  • Sharepoint support
  • Data modeling in SQL Server (creating tables, views, stored procedures)
  • WebForms, RAZOR Pages and other .NET frameworks


Bonus skills

  • IIS and other server admin skills
  • Telerik
  • FileMaker
  • Experience in military/government setting


Required Qualifications:

  • Ability to obtain secret clearance
  • IAT II (Sec+ CE)
  • Active vendor certification for at least one of the databases supported; SQL Server or Oracle
