Essential Duties And Responsibilities

  • Coordinates the development, implementation, exercise and evaluation of the Strategic National Stockpile (SNS) deployment plan for Tarrant County. Works with state and local planners to ensure that every citizen in Tarrant County has access to SNS in case of deployment.
  • Ensures integration with federal, state, and regional all hazard response plans and guidelines.
  • Conducts exercises according to grant requirements including staff call down, site activation, facility set up, and full scale dispensing in CRI metropolitan statistical area.
  • Conducts research on public health issues and best practices pertaining to SNS, Points of Dispensing, planning, etc. Evaluates findings and makes recommendation or revises materials or plans based on the findings.
  • Acts as subject matter expert, working in coordination with over 500 businesses in Tarrant County to receive medications to set up Point of Dispensing (POD) sites during an emergency.
  • Prepares and compiles all documents for DSHS/CDC audits, posts documentation to state and federal shared drives, prepares after action reports, and assists in coordination of corrective action plans. Maintains and updates site director notebooks and all other related SNS policy and procedures.
  • Provides technical assistance regarding SNS to various jurisdictions, communities, and response partners.
  • Develops and delivers trainings to stakeholders on preparedness, response, and SNS.
  • Identifies resource requirements and assists in development of yearly budgets. Monitors various items in storage for expiration and rotates items as needed.
  • Identifies facilities and personnel resources within the county to achieve rapid effective dispensing of SNS.
  • Provides on-call coverage and responds to public health emergencies outside normal business hours.
  • Utilizes traffic study software to maximize POD operations within Tarrant County.
  • Collaborates and coordinates with other PHP staff regarding logistical and communication support during POD operations. Assists with identifying gaps and implements corrective action where appropriate.
  • Participates in Tarrant County Public Health Department Operations Center during emergency response activations such as natural disasters, pandemic disease outbreak, etc. Serves as public health liaison to Tarrant County Emergency Operation Center.
  • Travels within Tarrant County, in-state, and out-of-state for meetings and conferences. Stays abreast of current knowledge, skills, and training.
  • Performs all other related duties as required.

Minimum Requirements

TO APPLY, must have a Bachelor's degree or higher in Public Health, Nursing, Emergency Management, Law Enforcement or Health Care Administration + Two (2) full-time years of work experience in public health, healthcare, preparedness, or planning.

OR

TO APPLY, must have an Associate's degree in Public Health, Nursing, Emergency Management, Law Enforcement or Health Care Administration + Four (4) full-time years of work experience in public health, healthcare, preparedness, or planning.

OR

TO APPLY, must have a High School diploma or GED + Six (6) full-time years of work experience in public health, healthcare, preparedness, or planning.

Knowledge of bioterrorism preparedness and response.

Knowledge of current public health issues.

Knowledge of medical terminology.

Skill in using word processing, databases, spreadsheets, software packages such as Word, Power Point, and Excel.

Skill in training and making public presentations.

Ability to identify problems and implement appropriate solutions.

Ability to initiate projects and work on multiple projects at one time.

Ability to supervise and train staff.

Ability to work independently and exercises sound judgment.

Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past seven years and may include credit reports, motor vehicle records, employment records and educational attainment. A conviction or deferred adjudication is not an automatic bar to employment. Each case is considered individually.

Physical Demands And Work Environment & Other Requirements

While performing the duties of this position, the incumbent is regularly required to bend, carry, climb stairs, be exposed to hot inside temperatures, keyboard, lift, operate material handling equipment, tolerate noise, be exposed to hot and cold outside temperatures, pull, reach, see color, see far and near, sit, be exposed to slippery surfaces, stand, talk, drive, walk, and work with others. Incumbent primarily works in an office cubicle, but may be required to work in a warehouse setting or outside, exposed to inclement weather conditions as well as in gymnasiums or classrooms during trainings. This position is an emergency response position utilized during public health emergencies, such as anthrax attack, which could expose the incumbent to biological agents or disease.
